我国农民工社会保险问题研究

【摘要】： 农民工作为我国城镇化进程的过渡群体,有效地解决他们的社会保障问题,不仅有利于农民工的维权,同时也有利于解决“三农”问题(即农业、农村和农民问题)、促进城镇化建设、推动城乡社会保障制度改革等问题。而农民工社会保障制度的内容包括了社会救助制度、社会保险制度、社会福利制度。社会福利制度建立在较高生产力水平基础上,又被称为“高水平的社会保障”,在目前的城市农民工社会保障制度中,可以暂时不考虑。社会保险制度主要是对劳动者提供物质帮助的一种制度,属于职业保障;而社会救助制度是向因为各种原因而陷入生产危机的社会成员提供物质帮助的一种制度,属于非职业保障。对于劳动者而言,职业保障是主要的,而且社会保险制度在社会保障制度占据了主体地位。因此,我们此处的保障项目选择是指社会保险各项目之间的选择。本文就借用西方国家有关农民工社会保障理论的研究成果,来探讨和解决我国农民工社会保险的问题。明确我国农民工的社会保险现状、选择合理的保险项目、提出相应的解决方案以及合理的实施模式。以期为我国农民工社会保险体系的建立提供参考。
[Abstract]:As a transitional group in the process of urbanization in China, migrant workers can solve their social security problems effectively, not only in favor of the rights of migrant workers, but also in solving the problems of "agriculture, rural areas and farmers" (that is, agriculture). Rural and peasant problems, promoting urbanization, promoting urban and rural social security system reform and other issues. The contents of the social security system for migrant workers include the social assistance system, the social insurance system, the social welfare system. The social welfare system is based on a higher level of productivity. Also known as "high level of social security", in the current urban migrant workers social security system, can not be considered for the time being. The social insurance system is mainly to provide material assistance to workers a system, belonging to occupational security; And the social assistance system is a system that provides material assistance to social members who are caught up in a production crisis for various reasons. It belongs to non-occupational security. For workers, job security is the main one. And the social insurance system occupies the main position in the social security system. Based on the research results of the social security theory of migrant workers in western countries, this paper discusses and solves the problem of social insurance for migrant workers in our country, clarifies the present situation of social insurance for migrant workers in China, and selects reasonable insurance items. This paper puts forward the corresponding solution and reasonable mode of implementation in order to provide reference for the establishment of social insurance system for migrant workers in China.
