日照市被征地农民养老保险问题研究

【摘要】：我国的新型城镇化和工业化在最近几年有着突飞猛进的发展,保障民生将成为社会发展的重中之重。国家统计局对被征地农民基本生活现状进行过深入调研,调研结果显示,被征地农民担心的首要问题是他们的社会保障问题,集中表现在被征地后的养老保险方面。被征地农民养老保险问题扎根基层的进一步研究,对建立和健全被征地农民养老保险制度具有深远的影响。本文首先归纳综合了国内外被征地农民养老保险问题的有关文献和理论观点。首先分析阐述了新型城镇化、社会保障、被征地农民养老保险等相关理论,然后分析阐述了包括土地产权理论、社会公平理论、福利经济学理论在内的被征地农民养老保险制度产生的理论基础。然后以日照市为例,归纳了 2006年起日照市探索被征地农民养老保险问题三个阶段,包括:经济发达区县初步探索被征地农民养老保险阶段、实施被征地农民社会养老保险制度阶段以及现阶段正在实施的将被征地农民纳入城镇企业职工基本养老保险阶段。并总结了日照市现行被征地农民养老保险制度的创新之处和取得的成效,被征地农民可以通过一次性投入,即可享受原本只有职工才可以享受的养老保险待遇,并确保了各个年龄段均可参保,通过政府补贴、贴息贷款等政策支持,从根本上有效缓解了被征地农民无力负担相对高额的保险费的问题。让更多的被征地农民参与到了新的社会进步时期的大势之中,并享受到了改革带来的利益,完善了社会保障体系,体现了制度创新的优越性,有利于社会和谐稳定发展。同时也根据日照市的实际情况,指出当前时期日照市被征地农民养老保险实施过程中仍然面临的问题,主要有以下几点:征地补偿标准水平低、缺乏相关法规政策支持、被征地农民参保积极性普遍较低、养老模式单一、配套的就业服务未有效跟进。最后结合影响被征地农民养老保险发展的各项因素,分析了从各方面着手解决日照市被征地农民养老保险问题对策,包括:合法合理地提高征地赔偿标准;建立健全相关法规及政策支持;大力宣传,引导被征地农民广泛参加养老保险;重视家庭养老模式,补充单一的被征地农民养老保险;鼓励商业保险,多重保障被征地农民养老生计问题得以有效缓解;完善就业服务,解决被征地农民再就业困难的现状。
[Abstract]:China's new urbanization and industrialization have developed by leaps and bounds in recent years. Ensuring people's livelihood will become the top priority of social development. The National Bureau of Statistics has conducted an in-depth survey on the basic living conditions of land-expropriated farmers, the results of which show that. The primary concern of land-expropriated farmers is their social security, which is concentrated on the old-age insurance after they have been expropriated. The problem of land-expropriated farmers' old-age insurance has taken root in further research at the grass-roots level. It has a profound influence on the establishment and perfection of the old-age insurance system for land-expropriated peasants. Firstly, this paper summarizes and synthesizes the relevant literature and theoretical viewpoints on the problem of the old-age insurance of land-expropriated peasants at home and abroad, first of all, it analyzes and expounds the new type of urbanization, social security, and so on. The related theories, such as land-expropriated farmers' endowment insurance, are analyzed and expounded, including land property right theory, social equity theory and welfare economics theory. Then, Rizhao City is taken as an example. This paper summarizes three stages of rural old-age insurance in Rizhao City from 2006, including: preliminary exploration of rural endowment insurance for land-expropriated farmers in economically developed areas and counties. The implementation of the social endowment insurance system for land-expropriated farmers and the current implementation of which will be incorporated into the basic old-age insurance for urban enterprise staff and workers in Rizhao City is summarized in this paper. The current endowment insurance system of land-expropriated peasants in Rizhao City is summarized. And the results achieved, Farmers who have been expropriated can enjoy the old-age insurance benefits that only workers can enjoy through one-time input, and ensure that all ages can be insured, supported by government subsidies, discount loans, and other policies. Fundamentally, it effectively alleviates the problem that farmers who have been expropriated have been unable to afford relatively high insurance premiums. More peasants who have been requisitioned have participated in the general trend of the new social progress period, and have also enjoyed the benefits of the reform. It has improved the social security system, embodied the superiority of the system innovation, and is conducive to the harmonious and stable development of the society. At the same time, according to the actual situation of Rizhao City, This paper points out the problems that are still faced in the process of implementing land expropriated farmers' endowment insurance in Rizhao City in the current period. The main problems are as follows: low standard of compensation for land requisition, lack of relevant laws and policies, low enthusiasm of peasants who have been requisitioned to participate in the insurance. The old-age model is single, and the supporting employment service is not followed up effectively. Finally, combined with the factors affecting the development of the land-expropriated farmers' endowment insurance, the paper analyzes the countermeasures to solve the problem of the land-expropriated peasants' old-age insurance in Rizhao City from various aspects. Including: legally and reasonably improve the standard of compensation for land requisition; establish and improve the relevant laws and regulations and policy support; vigorously promote and guide farmers who have been expropriated to participate in pension insurance extensively; pay attention to the family pension model and supplement a single land-expropriated farmer pension insurance; Encourage commercial insurance, multiple protection of land expropriated farmers to effectively alleviate the problem of old-age livelihood; improve employment services to solve the difficulties of land requisition farmers re-employment situation.
