农村低保评审乱象的成因及治理——基于定性定量混合研究方法的分析

【摘要】：本文将实地案例调查与基于20423位村民、632户低保家庭数据的定量分析相结合,考察了农村居民最低生活保障制度实施过程与政策要求不尽相符的具体表现与成因机制。本文研究结果表明:在识别保障对象时,原本应作为识别标准的农村家庭收入因难以准确衡量而被淡化,老龄、残疾等直观的个体特征成为主要的识别依据;同时,低保评审过程中村民评议环节作用突出而政府主体角色弱化,伦理道德、乡村治理乃至村组干部意志等都会对评审过程产生影响;继而,诸多附加或配套政策又产生了放大农村低保评审乱象的客观效果。本文认为,农村最低生活保障制度应当从提升保障对象识别的精准度入手加以完善,强化基层政府的主体作用,并结合各项脱贫帮扶措施的梳理和优化,使之最终成为更加完善的农村社会保障体系的组成部分。
[Abstract]:This paper combines the field case investigation with the quantitative analysis based on the data of 20423 villagers and 632 subsistence families. This paper investigates the concrete performance and cause of formation of the implementation process of the minimum living security system of rural residents, which does not conform to the policy requirements. The results of this study show that: in identifying the security objects, The income of rural households, which should be used as a standard of identification, is diluted because it is difficult to measure accurately, and the intuitive individual characteristics such as old age and disability become the main basis for identification. At the same time, In the process of minimum guarantee evaluation, the role of the villagers' evaluation is prominent and the role of the government is weakened. Ethics and morality, rural governance and even the will of the village cadres will all have an impact on the evaluation process. Many additional or supporting policies have also produced the objective effect of magnifying the chaos in the evaluation of rural minimum living security. This paper holds that the rural minimum living security system should be improved by improving the accuracy of the identification of the guarantee objects. Strengthening the main role of the grass-roots government and combing and optimizing the measures to help out poverty make it become a more perfect part of the rural social security system.
