防城港市开发性金融支持背景下棚户区改造居民安置补偿研究

【摘要】：棚户区改造工程是改善民生的一项重要举措,可以完善城市功能,提升城市品位,有效拉动投资、消费需求。但是,棚户区改造工作正面临更加复杂的经济形势,提高棚户区改造安置补偿规划水平势在必行。本文在开发性金融支持棚户区改造的背景下,通过城市更新、社会保障以及可持续发展理论分析了防城港市棚户区改造工程现状及问题,以及分析研究开发性金融支持下的防城港市征地拆迁安置补偿的创新模式——“低层公寓安置模式”,提出要取得棚户区改造项目建设和体制建设双成功,需要将开发性金融支持政策有机的融入棚户区安置补偿规划设计中,以弥补体制缺损和制度落后。通过研究,笔者认为当前开发性金融支持城市棚户区改造的背景下,防城港市城市棚户区改造安置补偿规划的要点在于：第一,结合开发性金融发展与政府政策意图,把棚改项目筛选与区域发展规划相结合,注重市场机制,提高棚户区改造效率,并以开发性金融发展目标为导向加强宣传引导群众参与棚户区规划。第二,防城港市政府应结合自身实际情况,制定时空规划,包括长远目标及短期目标任务规划。第三,做好棚户区改造运作模式规划。第四,规划好安置方式。第五,加强资金保障规划。第六,做好组织保障以及完善棚改配套政策规划。
[Abstract]:The shantytown renovation project is an important measure to improve people's livelihood. It can improve the function of the city, enhance the city's grade, effectively stimulate investment and consumer demand. However, the reconstruction of the shantytown is facing a more complex economic situation. It is imperative to improve the level of compensation planning for the reconstruction of shantytowns. Under the background of developing financial support for the reconstruction of shantytowns, this paper adopts urban renewal. The social security and sustainable development theory analyze the present situation and problems of the reconstruction project of Fangchenggang shantytown. It also analyzes and studies the innovative model of compensation for land requisition and relocation in Fangchenggang under the support of development finance-"the resettlement mode of low-rise apartment", and puts forward that the project construction and system construction of shantytown reconstruction should be successful. It is necessary to integrate the developmental financial support policy into the shantytown settlement compensation planning and design, in order to make up for the system defect and the system backwardness. Through the research, the author thinks that the development finance supports the urban shantytown reconstruction under the background of the current development finance support city shantytown reconstruction. The main points of compensation planning for urban shantytown reconstruction in Fangchenggang City are as follows: first, combining the development of financial development with the government's policy intention, combining the screening of greenhouse reform projects with the regional development planning, and paying attention to the market mechanism, To improve the efficiency of shantytown reconstruction, and to strengthen propaganda and guide the masses to participate in shantytown planning, guided by the development of financial development objectives. Second, the Fangchenggang municipal government should formulate a space-time plan in the light of its own actual situation. Including long-term and short-term target task planning. Third, make a good plan for the operation mode of shantytown transformation. 4th, 5th for resettlement, and 6th for strengthening fund support. Do a good job of organizational protection and improve the greenhouse reform policy planning.
