全面停伐背景下重点国有林区改革及发展路径分析——以绥阳林业局为例

【摘要】：基于2014年黑龙江森工集团、大兴安岭森工集团,全面停止天然林商业性采伐的政策背景,以绥阳林业局为典型案例,通过对实地走访调研,围绕全面停伐政策实施后重点国有林区可能产生的一系列经济、社会问题深入展开影响分析,并结合绥阳林业局客观实际,明确全面停伐政策实施后林区改革发展思路,从深化重点国有林区体制改革、加强森林可持续经营、完善和充实重点国有林区社会保障机制等层面具体阐述重点国有林区应对全面停伐政策实施的关键路径,一定程度上促进重点国有林区在新的时代背景下尽快地实现其经济转型、社会稳定及生态文明和谐等目标。
[Abstract]:Based on the policy background of Heilongjiang Forest Industry Group and Daxinganling Forest Industry Group in 2014, taking Suiyang Forestry Bureau as a typical case, through field visit and investigation, Focusing on a series of economic and social problems that may arise in key state-owned forest areas after the implementation of the comprehensive cutting control policy, this paper carries out an in-depth analysis of the impact on the development of the forest region reform and development after the implementation of the comprehensive cutting stop policy, combining with the objective reality of Suiyang Forestry Bureau. From the aspects of deepening the system reform of key state-owned forest areas, strengthening the sustainable management of forests and perfecting and enriching the social security mechanism of key state-owned forest regions, the key paths of key state-owned forest regions to implement the policy of stopping cutting in an all-round way are expounded in detail. To a certain extent, it promotes the key state-owned forest areas to realize the goals of economic transformation, social stability and harmony of ecological civilization as soon as possible under the background of the new era.
