县域耕地资源价值综合评价及动态分析——以河北省黄骅市为例

【摘要】：在耕地资源社会价值和生态价值长期被忽视是我国耕地保护过程的严峻问题,是否能够正确的认识耕地资源价值的组成及内涵,如何对耕地资源价值进行正确、合理、有效的评估和分析,是解决我国粮食问题、缓解征地补偿标准较低、治理生态环境的重要依据和手段,其有一定的积极意义。本文在研究中首先阐述了耕地资源价值内涵,和价值组成结构,其次结合前人研究成果提出了耕地价值评估体系。并分别采用收益还原法、分解求和法、价值质量评价法等,计算了黄骅市2004~2012年耕地资源的经济产出价值、社会保障价值、生态服务价值。研究结果表明,黄骅市在近十年的耕地资源价值中,经济产出价值在数量上逐渐增加,但在总价值中的比例却占有较小的一部分,不足50%,而非市场价值中的社会保障价值和生态服务价值总和占有绝大部分。本研究通过对黄骅市耕地资源价值的研究评估,一方面对黄骅市征地补偿标准制定提供理论依据,另一方面也有利于其农业经济的健康快速发展。
[Abstract]:The social value and ecological value of cultivated land resources have been neglected for a long time in the process of cultivated land protection in China, whether we can correctly understand the composition and connotation of the value of cultivated land resources, how to carry out the correct and reasonable value of cultivated land resources, The effective evaluation and analysis is the important basis and means to solve the food problem, alleviate the low compensation standard of land requisition, and control the ecological environment, which has certain positive significance. In the study, this paper first expounds the value connotation of cultivated land resources. And the structure of value composition, then put forward the evaluation system of cultivated land value combining with the previous research results, and calculate the economic output value of cultivated land resources in Huanghua from 2004 to 2012 by means of income reduction method, decomposition summation method, value quality evaluation method, etc. The value of social security and ecological services. The results show that in the value of cultivated land resources in Huanghua in the past ten years, the value of economic output has gradually increased in quantity, but the proportion of economic output in the total value is a relatively small part. Less than 50%, not the sum of social security value and ecological service value of market value. Through the research and evaluation of the value of cultivated land resources in Huanghua, on the one hand, it provides a theoretical basis for the establishment of compensation standard for land requisition in Huanghua. On the other hand, it is also conducive to the healthy and rapid development of its agricultural economy.
