军人家属优待福利工作研究

【摘要】：军人家属优待福利工作,是指国家和社会对军人家属实行的给予社会待遇和物质生活待遇的一项工作,是社会保障工作的重要组成。做好这项工作,对于维护军队稳定,提高部队战斗力,具有十分重要的意义。经过不断的研究和实践,我国的军人家属优待福利工作取得了很大地发展进步。但随着国防和军队改革不断深化推进,军队的安全稳定被提升到一个前所未有的高度,这对于军人家属优待福利工作提出了更高的要求。军人家属优待福利是对军人家属所做牺牲和贡献的一种补偿,做好这项工作有助于消除军人后顾之忧,促进军人家庭和谐稳定,确保军队安全稳定。本文在阐明研究的意义、目的和方法的基础上,首先重点对军人家属优待福利相关理论进行了论述;接着对当前世界五个主要国家军人家属优待福利发展现状着重进行了分析研究;并通过对我国军人家属优待福利的历史演变过程和发展现状进行梳理,以武警天津市总队军人家属优待福利工作为研究范例,找出我国军人家属优待福利工作中存在的主要矛盾和突出问题;最后在立足我国基本国情,发扬优良传统并借鉴国外先进经验的基础上,从不断完善法律法规体系、优化制度机构建设、提高服务保障水平,提升军属社会地位四个方面有针对性的提出改进的建议和对策。
[Abstract]:The work of preferential treatment and welfare for military family members refers to the work of the state and society to give military family members social treatment and material living treatment, and is an important component of social security work. To do this job well is conducive to maintaining the stability of the armed forces. It is of great significance to improve the combat effectiveness of our troops. Through constant research and practice, great progress has been made in the work of preferential treatment and welfare for military family members in our country. However, with the deepening of the reform of national defense and the armed forces, The security and stability of the armed forces have been raised to an unprecedented high, which puts forward higher requirements for the preferential treatment and welfare work of military family members. The preferential treatment benefits for military families are a kind of compensation for the sacrifices and contributions made by military family members. Doing this work well will help to eliminate the worries of the servicemen, promote the harmony and stability of the servicemen's families, and ensure the security and stability of the armed forces. On the basis of expounding the significance, purpose and methods of the research, Firstly, it discusses the theory of military family preferential welfare, and then analyzes the current situation of military family preferential welfare in five major countries in the world. And through combing the historical evolution process and present situation of the military family preferential treatment and welfare in our country, taking the welfare work of the military family preferential treatment in Tianjin Armed Police Force as the research example, To find out the main contradictions and outstanding problems in the work of preferential treatment and welfare for military family members in our country; finally, based on the basic conditions of our country, to carry forward the fine tradition and draw lessons from the advanced experience of foreign countries, and to continuously improve the legal and regulatory system. The suggestions and countermeasures are put forward in four aspects: optimizing the institution construction, raising the level of service guarantee and improving the social status of the military.
