昆山城乡一体化社会保障制度建设研究

【摘要】：自2006年党的十六大会议上提出,到2020年要基本建立覆盖城乡居民的社会保障体系后,全国各地,尤其是经济发达的地区,都全力贯彻执行这一会议精神。因为实现城乡一体化,改变城乡二元结构,是缩小城乡差距、构建和谐社会,切实解决好农业、农村、农民问题的重要举措,这一变革事关全面建设小康社会、基本实现现代化的大局。其实,城乡一体化这一概念由来已久,但真正被我国重视并提上议程,却是近几年的事情。之前有些地区进行了一些探索,但是因为没有一个正规的体系,或者说没有一个良好的基础,无论是经济上的还是政治上的,所以虽有成就,但是却不显著。不过这些尝试却为今天提出城乡一体化的全面实施打好了基础。本文从探索城乡一体化以及社会保障制度理论为基础出发,以科学发展观为指导,参考世界其他国家或地区社会保障制度和体系的建设理论与实践,对我国城乡一体化的社会保障制度的内涵进行了界定。在借鉴国外社会保障制度建设经验的基础上,提出了我国社会保障制度的实施模式,并介绍了我国社会保障制度实践发展的现状,汲取其他国家和地区城乡一体化社会保障制度的经验,对我国城乡一体化社会保障制度的路径和面临的问题进行了探索。在理论基础上,本文以昆山地区的社会保障制度改革为例,通过文献研究,例如去图书馆查阅国内外网络、报纸、年鉴和书籍中关于城乡一体化社会保障制度的专业文章、文件、数据等。去有关政府部门借阅关于城乡一体化社会保障制度的研究文章和数据资料,得到大量、最新的相关资料。通过将这些资料进行整理、分析、研究,探索性研究了昆山社会保障制度一体化建设与管理的方式、途径和主要问题,希望能够为我国的社会保障制度建设提供参考和借鉴,探究出一条符合中国国情,顺应中国未来发展趋势的社会保障制度城乡一体化改革大道,并最终能够实现全民共享的现代社会保障制度。
[Abstract]:Since the 16th National Congress of the Communist Party of China proposed in 2006 that the social security system covering urban and rural residents should be basically established by 2020, all parts of the country, especially in economically developed regions, have fully implemented the spirit of the conference.Because realizing the integration of urban and rural areas and changing the dual structure of urban and rural areas is an important measure to narrow the gap between urban and rural areas, build a harmonious society, and effectively solve the problems of agriculture, rural areas and farmers. This change is related to the building of a well-off society in an all-round way.Basically realize the overall situation of modernization.In fact, the concept of urban-rural integration has a long history, but it has been put on the agenda by our country in recent years.Some areas have been explored before, but without a formal system, or a good foundation, whether economic or political, achievements are not significant.However, these attempts have laid a good foundation for the overall implementation of urban and rural integration today.Based on the exploration of urban and rural integration and the theory of social security system, this paper, guided by the scientific concept of development, refers to the theory and practice of the construction of social security system and system in other countries or regions of the world.The connotation of social security system of urban and rural integration in China is defined.Based on the experience of the construction of the social security system in foreign countries, this paper puts forward the implementation mode of the social security system in China, and introduces the present situation of the practice and development of the social security system in our country.Based on the experience of other countries and regions, this paper probes into the path and problems of China's urban-rural integration social security system.On the basis of theory, this paper takes the reform of social security system in Kunshan area as an example, through literature research, such as going to the library to consult the network, newspapers, yearbooks and books of professional articles on the integration of urban and rural social security system.Documents, data, etc.Go to the relevant government departments to borrow research articles and data on urban-rural integration social security system, get a lot of, the latest relevant information.Through the collation, analysis, research, exploratory study of the Kunshan social security system integration construction and management, ways and main problems, hoping to provide reference and reference for the construction of social security system in China.This paper explores a reform road of urban and rural integration of social security system in line with the national conditions of China and the trend of future development of China, and finally realizes the modern social security system shared by all people.
