新型城镇化背景下我国农村养老保障制度中的政府责任研究

【摘要】：我国是一个有着五千年悠久历史的农业大国,与此同时我国人口众多,农村人口占全国人口的70%,其中大约接近3/4的老年人生活在农村和乡镇。随着新型城镇化工作的推进,大量农村劳动力外流,加之生育率下降,农村老年人口数量逐年呈递增趋势,农村人口老龄化形式十分严重。新型城镇化更带来传统家庭养老的严重弱化;长期以来实行的城乡二元经济结构又使得城乡居民收入差距不断扩大,农村地区“未富先老”形势严峻。坚持以人为核心的新型城镇化要建立更加公平可持续的社会保障制度,要做到六个“必须坚持”,树立共享发展理念,同样也要从人民根本利益出发。然而农村老年人老有所养与城镇养老不同,当前农村存在政府责任不明、资金支撑薄弱、法制建设滞后、监管存在漏洞、制度理念偏差、服务水平偏低、养老功能弱化、养老服务设施落后等一系列的困境。农村养老保障面临着严峻挑战,同时也对新型城镇化这一背景下我国农村养老保障制度中的政府责任提出了更高、更严峻的挑战。面对新型城镇化进程中渐渐“老”去的农村,本文基于公共服务均等化理论的视角,运用文献研究、定性研究等方法综合分析指出国家和政府要在这一过程中承担更多责任,要充分发挥政府的主导作用。政府通过加大养老服务的资金投入,完善农村养老法制,健全监督管理,整合现有服务机构,加强从业人员培训,坚持“互联网+养老”创新性探索等一系列优化路径,形成政府主导下的多方协同配合以拧成合力。并早日制定出“十三五”时期农村养老服务业发展规划,实现农村老年人在“家门口养老”的夙愿,从而保证他们真正过上老有所养、老有所依、老有所乐的生活。
[Abstract]:China is a big agricultural country with a long history of five thousand years. At the same time, our country has a large population, the rural population accounts for 70 percent of the national population, of which nearly three quarters of the elderly live in rural areas and towns.With the advancement of new urbanization, a large number of rural labor force outflow, coupled with the decline of fertility, the number of rural elderly population is increasing year by year, the form of rural population aging is very serious.The new urbanization has brought about the serious weakening of the traditional family old-age support, and the urban-rural dual economic structure for a long time has made the income gap between urban and rural residents keep widening, and the situation of "getting old before getting rich" in rural areas is grim.To adhere to the new type of urbanization with people as the core, to establish a more equitable and sustainable social security system, to achieve six "must adhere", to establish the concept of shared development, but also to proceed from the fundamental interests of the people.However, the elderly in rural areas are different from those in cities and towns. At present, government responsibilities are unknown, funds are weak, legal system construction lags behind, there are loopholes in supervision, system concept deviates, service level is on the low side, and pension function is weakened in rural areas.Pension service facilities behind a series of dilemmas.Rural old-age security is faced with severe challenges, but also the new urbanization in the context of the rural old-age security system in China's government responsibility for higher, more severe challenges.In the face of the "old" rural areas in the process of new urbanization, based on the perspective of the theory of equalization of public services, this paper points out that the state and government should bear more responsibilities in this process by using the methods of literature research and qualitative research.We should give full play to the leading role of the government.By increasing investment in pension services, improving the legal system for providing for the aged in rural areas, improving supervision and management, integrating existing service institutions, strengthening the training of employees, and adhering to a series of optimized paths such as innovative exploration of "Internet old-age care",Form a government-led multi-party coordination to form a joint effort.And make the rural old-age service industry development plan of the 13th Five-Year Plan as soon as possible, realize the long-cherished wish of the rural old people in the "home gate to provide for the aged", so as to ensure that they really live the life of a sense of security, a basis for old age and a happy life for old people.
