制度环境与公益类社会组织发展的关系研究

【摘要】:当前,我国国家治理政策的价值导向正朝着强调公共服务、强调多元参与的方向转变,与此相适应,社会组织在社会治理中的作用和重要性逐渐为政策设计者和学者们所重视。中国共产党第十八届中央委员会第三次全体会议通过的《中共中央关于全面深化改革若干重大问题的决定》中13次提到了“社会组织”,并强调:“适合由社会组织提供的公共服务和解决的事项,交由社会组织承担。支持和发展志愿服务组织……重点培育和优先发展行业协会商会类、科技类、公益慈善类、城乡社区服务类社会组织,成立时直接依法申请登记。”充分肯定了社会组织在创新社会治理中的作用。作为我国社会组织的重要组成部分,公益类社会组织是支撑我国社会服务事业发展的重要载体,其在加强社会建设、创新社会治理体制机制的过程中发挥着举足轻重的作用。公益类社会组织的发展不仅受到经济环境、政治环境、社会环境的制约,还受到特定制度环境的制约。健全和完善公益类社会组织所处的制度环境,是促进公益类社会组织健康繁荣发展的关键环节,是当前创新社会治理体制机制过程中亟待解决的一个重大现实课题。本研究综合运用文献法和个案访谈法收集研究资料。选取长沙市Y区7家公益类社会组织进行实地调查,并与组织负责人进行了深度访谈。深入探讨了公益类社会组织发展和运行的内在机制,从制度环境的视角研究分析了当前影响公益类社会组织发展的深层次制度性因素,最后为政府有关部门提出了一套关于推进公益类社会组织健康繁荣发展的制度选择方案。研究发现,当前影响我国公益类社会组织发展的制度主要是人才制度和组织培育制度。人才制度的不足主要体现在两个方面:一是评价制度,包括职业资格和职业声望;二是激励制度,包括薪酬制度、社会保障制度和晋升制度。而组织培育制度的不足也主要体现在两个方面:一是孵化制度;二是人事管理制度。要实现公益类社会组织健康繁荣发展,就必须优化其所处的制度环境,健全和完善相关的法规政策和制度规范。从宏观层面来看,要加强制度文化建设:一是增强法律意识,提高公益类社会组织的立法层次;二是加强思想认识,明确公益类社会组织的职能定位;三是培育公民意识,提升公益类社会组织的职业声望。从中观层面来看,要完善监督管理体系:一是要健全评估制度;二是要发挥社会监督;三是要完善财税制度。从微观层面来看,要加强能力培育建设:一是要创新人才工作机制;二是要完善孵化机制;三是要重视市场培育。
[Abstract]:At present, the value orientation of our country's national governance policy is changing towards the direction of emphasizing public service and pluralistic participation. Accordingly, the role and importance of social organization in social governance has been paid more and more attention by policy designers and scholars.The "social organization" was mentioned 13 times in the "decision of the CPC Central Committee on comprehensively deepening the Reform" adopted by the third Plenary session of the 18th Central Committee of the Communist Party of China."Public services and solutions suitable for social organizations shall be entrusted to them," he stressed.Support and development of voluntary organizations.We should focus on cultivating and giving priority to the development of trade associations, chambers of commerce, science and technology, public welfare and charity, and urban and rural community service social organizations, and apply for registration in accordance with the law directly upon their establishment. "Fully affirmed the role of social organizations in innovative social governance.As an important part of social organization in China, public welfare social organization is an important carrier to support the development of social service in China. It plays an important role in the process of strengthening social construction and innovating the system of social governance.The development of public welfare social organization is restricted not only by economic environment, political environment, social environment, but also by specific institutional environment.Perfecting and perfecting the institutional environment of public welfare social organizations is the key link to promote the healthy and prosperous development of public welfare social organizations. It is also an important practical subject to be solved urgently in the process of innovating the social governance system mechanism.This research uses the literature method and the case interview method to collect the research data.Seven public welfare social organizations in Y District of Changsha were selected for field investigation, and in-depth interviews were conducted with the responsible persons of the organizations.This paper probes into the internal mechanism of the development and operation of public welfare social organizations, and analyzes the deep-level institutional factors that affect the development of public welfare social organizations from the perspective of institutional environment.Finally, a set of institutional options for promoting the healthy and prosperous development of public welfare social organizations is put forward for the relevant government departments.It is found that the current system that affects the development of public welfare social organization is mainly talent system and organization cultivation system.The deficiency of the talent system is mainly reflected in two aspects: one is the evaluation system, including the professional qualification and occupational prestige, the other is the incentive system, including the salary system, the social security system and the promotion system.The deficiency of the organizational cultivation system is mainly reflected in two aspects: one is the incubation system, the other is the personnel management system.In order to realize the healthy and prosperous development of public welfare social organizations, we must optimize their institutional environment, perfect and perfect the relevant laws and regulations, policies and regulations.From the macro level, we should strengthen the construction of the system culture: first, strengthen the legal consciousness and raise the legislative level of the public welfare social organization; second, strengthen the ideological understanding and make clear the function orientation of the public welfare social organization; third, cultivate the citizen consciousness,Improve the professional reputation of public welfare social organizations.From the middle level, we should perfect the supervision and management system: first, perfect the evaluation system; second, give play to the social supervision; third, perfect the fiscal and taxation system.From the micro level, we should strengthen the construction of ability cultivation: first, to innovate the working mechanism of talents; second, to perfect the incubation mechanism; third, to attach importance to market cultivation.
