中国社会保障体系演化路径分析

【摘要】： 新时期条件下,我国工业化、城镇化趋势进一步加快,社会就业体制和就业层级也发生着重大变化,统筹城乡发展,有效建立城乡的保障机制,实现社会就业多样化是社会迫切需要解决的问题。本文主要针对我国现行基本社会保障体系存在的问题,回顾我国历史上社会人民保障和救济的基本思想,参考和借鉴国外不同体制下的社会保障体系,以现实状况为基本出发点,分析和研究我国未来社会保障体系修正和完善的基本策略,进而提出中国社会保障体系的发展对策。整篇文章将遵循由历史到现状的基本分析范式,以发展的视角考察中国和世界在社会保障方面的创造和建设,从基本的社会保障理念到社会保障的基本基础理论,再到社会实践的具体方式-社会保障模式,细致透彻地展现社会保障体系应有的逻辑框架;引入国外不同体制下的社会保障模式,对比分析了它们在理念和制度建设上的差异,提供了我国社会保障建设和完善的基本参考素材。最后综合考察我国社会保障体系的基本架构,从现实而客观的角度审视其自身的问题和亟待改进之处,提出有效的解决方式和修正方法。
[Abstract]:Under the new conditions, the trend of industrialization and urbanization in China has been further accelerated, and major changes have taken place in the social employment system and employment levels. We should coordinate the development of urban and rural areas and effectively establish a security mechanism for urban and rural areas.It is an urgent problem for the society to realize the diversification of social employment.Aiming at the problems existing in the current basic social security system of our country, this paper reviews the basic ideas of social security and relief in the history of our country, and refers to and draws lessons from the social security system under different systems in foreign countries.This paper analyzes and studies the basic strategies for the revision and perfection of China's future social security system based on the actual situation, and then puts forward the development countermeasures of China's social security system.The whole article will follow the basic analytical paradigm from history to present situation, and examine the creation and construction of social security in China and the world from the perspective of development, from the basic social security concept to the basic basic theory of social security.Then to the concrete way of social practice-social security model, to show the logical framework of social security system thoroughly and meticulously, to introduce the social security model under different systems abroad, and to compare and analyze their differences in concept and system construction.Provided our country social security construction and the consummation basic reference material.Finally, the basic structure of the social security system of our country is comprehensively investigated, and its own problems and urgent need to be improved are examined from a realistic and objective point of view, and effective solutions and correction methods are put forward.
