社会保障对居民消费行为影响研究

【摘要】：长期以来,我国居民消费率始终处于一个较低的水平,部分地区边际消费倾向甚至出现下降趋势,消费拉动经济的水平较国际水平明显偏低,造成了我国经济长期靠投资与出口拉动的现状。为了进一步优化我国经济结构,促进我国经济平稳较快发展,建立扩大消费需求的长效机制的呼声日益高涨。在寻求扩大居民消费途径的过程中,社会保障作为收入再分配的一个重要手段,其对居民消费的影响备受关注,在今天,正值我国社会保障制度面临改革的形势下,对于社会保障影响居民消费的研究更凸显出其独特的重要性. 国内外学者对于社会保障对居民消费的影响长期以来一直存在争议,无论是理论研究或是实证研究结果均具有一定差异,本文对国内外学者的相关研究进行了回顾与总结,并从国别数据与我国省际面板数据两个方面进行了实证分析。本文采用政府社会保障支出作为社会保障水平的衡量指标,将赡养比系数、失业率水平纳入回归分析,实证研究结果显示无论是采用国别数据或是省际数据,政府社会保障支出都对居民消费具有促进作用,即社会保障制度的建立健全对于居民消费将具有拉动作用,同时还发现,老龄化的加剧将对居民消费产生负作用,此外,当前消费增长水平低于总体经济增长水平,消费占GDP比重呈一定程度的下降趋势,失业率也与消费呈现负相关关系。
[Abstract]:For a long time, the consumption rate of Chinese residents has always been at a relatively low level. In some areas, the marginal propensity to consume even shows a downward trend, and the level of consumption-driven economy is obviously lower than that of the international level.Has caused our country economy to rely on the investment and the export to pull the present situation for a long time.In order to further optimize the economic structure of our country and promote the steady and rapid development of our economy, the voice of establishing a long-term mechanism to expand the consumption demand is rising day by day.In the process of seeking to expand the consumption path of residents, social security, as an important means of income redistribution, has attracted much attention to its impact on residents' consumption. Today, the social security system of our country is facing the situation of reform.The research on the influence of social security on residents' consumption highlights its unique importance.Scholars at home and abroad have been controversial about the impact of social security on residents' consumption for a long time, both theoretical research and empirical research results have some differences, this paper reviews and summarizes the relevant studies of domestic and foreign scholars.And from the country data and China's inter-provincial panel data two aspects of empirical analysis.In this paper, the government social security expenditure is used as a measure of social security level, and the coefficient of maintenance ratio and unemployment rate are included in regression analysis. The empirical results show that both country data and interprovincial data are used.The government social security expenditure has the promotion function to the resident consumption, that is, the establishment of the social security system will have the pulling effect to the resident consumption, at the same time, it is also found that the aggravation of the aging will have the negative effect on the resident consumption, in addition,The current consumption growth level is lower than the overall economic growth level, the proportion of consumption to GDP is decreasing to some extent, and the unemployment rate is negatively related to consumption.
