西部农村公共服务需求及保障措施研究

【摘要】：党的十八大明确指出要健全公共服务和社会管理网络,建立确保社会既充满活力又和谐有序的体制机制。在我国,农村公共服务覆盖面大、涉及内容多,其效率与质量的提升不但有利于保障农业生产、提升农民生活质量、缩小贫富差距,对于加速农村地区经济增长有非常重要的促进作用,对社会有序发展意义重大。本文在以往研究的基础上,首先对农村公共服务的概念进行界定,并运用文献分析法、问卷调查法和专家咨询法,将农村公共服务分为行政类农村公共服务、经济类农村公共服务、文化与科技类农村公共服务、基础设施类农村公共服务、社会保障类农村公共服务五个方面,运用访谈法和问卷调查法对四川、重庆、贵州、云南四省市农村公共服务进行调查,然后在调查农村公共服务满意度和重要性的基础上对农村公共服务需求进行分析。结果表明,农村公共服务重要性被公众所普遍承认,但现有农村公共服务并不能有效地满足公众的要求,本文研究表明,医药、食品、环境、教育、农业科学等方面的农村公共服务较为紧缺,这些公共服务不但被认为具有较高的重要性,同时现实供给状况也较难以令人满意,是农村当前较为紧缺的公共服务。为提高农村公制度共服务供给效率与水平,本文提出了三个方面的对策:改变传统农村公共服务依赖于财政指出的局面,积极开拓多种资金渠道;从多种角度探索农民参与农村公共服务决策的有效制度,让农民对于农村公共服务需求得以有效表达;切实保障农村最为需要的公共服务的供给,提升供给质量,使行政类农村公共服务、文化与科技类农村公共服务、社会保障类农村公共服务得到有效提高。
[Abstract]:The 18th National Congress of the Party clearly pointed out that it is necessary to perfect the network of public service and social management, and establish a system mechanism to ensure that the society is full of vitality and harmony and order. In our country, the rural public service covers a large area and involves many contents. The improvement of its efficiency and quality is not only conducive to ensuring agricultural production, improving the quality of life of farmers, and narrowing the gap between the rich and the poor. It plays an important role in accelerating economic growth in rural areas and is of great significance to the orderly development of society. On the basis of previous research, this paper defines the concept of rural public service, and divides rural public service into administrative rural public service by literature analysis, questionnaire survey and expert consultation. Five aspects of economic rural public service, cultural and scientific and technological rural public service, infrastructure rural public service and social security rural public service are applied to Sichuan, Chongqing, Guizhou, Sichuan, Chongqing and Guizhou by means of interviews and questionnaires. The rural public service in four provinces and cities of Yunnan Province is investigated, and then the demand for rural public service is analyzed on the basis of the investigation of the satisfaction and importance of rural public service. The results show that the importance of rural public services is generally recognized by the public, but the existing rural public services can not effectively meet the requirements of the public. This study shows that medicine, food, environment, education, Agricultural science and other aspects of rural public services are relatively scarce, these public services are not only considered to be of high importance, but also the reality of the supply situation is not satisfactory, is the current shortage of public services in rural areas. In order to improve the efficiency and level of public service supply in rural areas, this paper puts forward three countermeasures: to change the situation that traditional rural public services depend on the finance, and to actively open up various channels of funds; This paper explores the effective system of farmers' participation in rural public service decision-making from various angles, so that farmers can effectively express their demand for rural public services, ensure the supply of public services that are most needed in rural areas, and improve the supply quality. So that administrative rural public services, culture and science and technology rural public services, social security rural public services have been effectively improved.
