【摘要】：随着经济、医疗技术等的进步,我国老年人口数量不断增多,社会老龄化开始不断加剧。人口老龄化使整个社会的经济负担加重,尤其是在农村地区,老龄人口比例远远高于城市,这给农村地区社会、经济的发展带来了考验和挑战。推动农村地区经济发展,势必要实施有效的养老保障,解决好养老问题。我国城乡养老保险目前实现了制度上的全覆盖,城乡老年居民的基本生活需要在一定程度上得到保障,但是伴随着农村社会的不断进步,农村老年居民对养老服务的需求变得日趋多样化,加上政府在提供养老服务上的缺位等因素,单一的供给主体无法满足多样化的需求,这就为养老服务供给主体实现多元化地发展提供了新思路。本文采用了文献研究法、定性研究法、系统分析法等科学研究方法,从公共管理学的视角出发,对农村养老服务供给主体进行深刻剖析,以福利多元主义、协同治理理论、市场增进论为农村养老服务供给主体多元化的理论支撑,通过对国内农村养老服务供给主体现状的研究和对农村养老服务供给主体历史变迁地研究分析,得出不同地区、不同时期养老服务供给主体的特点,进而分析当前供给主体在农村养老服务供给中的职能以及存在的问题,最后在完善供给主体、解决现有问题的基础上,为农村养老服务供给主体多元化的发展提出新的建议。面对农村严重的人口老龄化,满足农村居民多样化的养老服务需求是一项长期而又艰巨的任务,只有积极应对,引入市场机制,扩大供给主体,才能使养老服务多样化,才能满足多样化的服务需求。通过理论分析和研究得出具有现实意义的结论,为农村养老服务的发展提供可行性的建议和对策,从而促进农村养老服务体系和农村经济的发展,进而完善农村社会保障制度。
[Abstract]:With the development of economy and medical technology, the number of elderly population in China is increasing, and the aging of society is becoming more and more serious. The aging of the population makes the economic burden of the whole society heavier, especially in the rural areas, the proportion of the aged population is far higher than that in the city, which brings the test and challenge to the social and economic development of the rural areas. To promote economic development in rural areas, it is necessary to implement effective old-age security and solve the problem of old-age support. China's urban and rural old-age insurance has achieved full coverage of the system at present. The basic living needs of the elderly residents in urban and rural areas are guaranteed to a certain extent, but with the continuous progress of rural society, Rural elderly residents' demand for old-age care services has become more and more diversified, coupled with the absence of the government in the provision of pension services and other factors, a single supply body can not meet the diversified demand. This has provided a new idea for the main body of endowment service supply to realize diversified development. This paper adopts the methods of literature research, qualitative research, system analysis and so on. From the perspective of public management, this paper makes a profound analysis on the main body of rural old-age service supply, taking the theory of welfare pluralism and cooperative governance. The theory of market enhancement is the theoretical support for the diversification of rural old-age service providers. Through the research on the present situation of the rural old-age service providers in China and the historical changes of the rural old-age service providers, different regions are obtained. The characteristics of the main body of providing for the aged in different periods, and then the analysis of the functions and existing problems of the main body in the supply of rural old-age service, finally, on the basis of perfecting the main body of the supply and solving the existing problems, Put forward new suggestions for the diversification of rural pension service supply. In the face of the serious aging of the rural population, it is a long-term and arduous task to meet the diversified demand for the old-age service of the rural residents. Only by actively responding, introducing the market mechanism, expanding the main body of supply, can the service for the aged be diversified. To meet a variety of service needs. Through theoretical analysis and research, the paper draws a conclusion of practical significance, provides feasible suggestions and countermeasures for the development of rural old-age service, thus promoting the development of rural old-age service system and rural economy, and then perfecting the rural social security system.
