温州市鹿城区社区治理中的城管执法参与研究

【摘要】：我国社会管理的方式从过去的单位管理走向社区管理,城市社区承担了过去由政府和单位承担的社会管理、公共服务和社会保障等职能。同时,城管执法也是直接服务于居民,在服务及职能上与社区有很多的交叉点和互补性,这为社区自治管理与城管执法部门职能管理融合奠定了必要性基础。本文从社会管理创新的角度,将城管执法与社区建立长效合作机制思想引入到城市管理之中,发挥城管执法部门和社区各自的优势,实现优势互补,达到互相提升服务能力的目的。本文通过文献综述、核心概念的厘清与分析,借鉴国内相关城市社区治理和城市管理的成功经验,有针对性地提出了具体的政策建议和解决措施。本文主要分为四大部分：第一部分,主要对本文的研究意义与目的进行探讨,综合阐述和本文相关的国内外的研究成果,同时对本人运用的新公共管理理论以及协同治理理论进行论述,并对本文的研究方法和框架结构作以交代。第二部分,主要阐述温州市鹿城区社区治理中的城管执法参与的主要内容和运行机制,以问卷、访谈的形式获取客观的调查资料,从而更深入和准确的掌握鹿城区社区治理中的城管执法参与所取得的成效、存在的问题等,并对存在的问题进行分析。第三部分,主要探讨国内城管执法部门在社区治理中的实践与探索,选择具有代表性的青岛市李沧区和绍兴市越城区,对这两个地区的城管执法部门在社区治理中的参与情况进行分析,从而能够对鹿城区城管执法部门充分发挥在社区治理中的作用有所启示。第四部分,在吸取国内经验的前提下结合鹿城区已经开展的一些探索实践及存在的问题,从强化监督、加强队伍建设、健全执法联动机制等方面提出完善鹿城区城管执法参与的建议。
[Abstract]:The mode of social management in China has changed from unit management to community management. Urban communities have assumed the functions of social management, public service and social security, which were undertaken by the government and the unit in the past. At the same time, urban management law enforcement is also a direct service to residents, in service and function with the community has a lot of intersection and complementarity, which provides a necessary foundation for the integration of community autonomy management and urban management law enforcement function management. From the perspective of social management innovation, this paper introduces the idea of long-term cooperation mechanism between urban management law enforcement and community building into urban management, giving play to the respective advantages of urban management law enforcement departments and communities, and realizing the complementary advantages. To achieve the purpose of mutual enhancement of service capacity. Based on the literature review, the clarification and analysis of the core concepts, and the successful experiences of urban community governance and urban management in China, this paper puts forward specific policy suggestions and solutions. This paper is mainly divided into four parts: the first part, mainly discusses the significance and purpose of this paper, and comprehensively expounds the domestic and foreign research results related to this article. At the same time, the author discusses the new public management theory and the cooperative governance theory, and explains the research method and frame structure of this paper. The second part, mainly expounds the main content and operation mechanism of urban management law enforcement participation in community governance in Lucheng District, Wenzhou City, and obtains objective investigation materials by questionnaire and interview. In order to grasp the effectiveness of urban management law enforcement participation in community governance in Lucheng District, problems and so on, and analyze the existing problems. The third part mainly discusses the practice and exploration of the domestic urban management law enforcement departments in community governance, and selects the representative of Qingdao and Shaoxing Yuecheng District. This paper analyzes the participation of urban management law enforcement departments in community governance in these two areas, so as to give full play to the role of urban management law enforcement departments in community governance in Lucheng District. The fourth part, on the premise of absorbing domestic experience, combining some exploration practices and existing problems that have been carried out in Lucheng District, from strengthening supervision and strengthening team building, Improve the law enforcement mechanism and other aspects of urban management in Lucheng City to improve the participation of law enforcement.
