安徽省农民工返乡就业的多元动力系统研究

【摘要】:伴随改革开放的浪潮,大量农村剩余劳动力由乡村迁往城市,形成一股庞大的“乡——城”流,与此同时,农民工群体逆向的“城——乡”流也随之上演,尤其在2008年金融危机的冲击下,这种逆向流动更是达到高潮,作为劳动力输出大省的安徽省也不例外。进入新时期以来,安徽省农民工这种逆向流声势和规模虽然略有下降,但农民工返乡已然成为一种常态,返乡就业的动力以及如何引导返乡农民工稳定就业等研究显得极为紧迫。本文围绕“安徽省农民工返乡就业”问题,展开调研分析,运用系统动力学方法,构建安徽省农民工返乡就业动力的系统动力学模型,并就引导安徽省农民工返乡就业提出相关建议。文章首先分析了问题存在的背景,并梳理相关研究成果,找出本文研究的突破口;二是根据研究对象,界定相关概念并回顾相关理论;三是在调研的基础上,分析了安徽省返乡农民工群体特征及返乡就业现状。研究显示,返乡农民工的年龄趋于年轻化,返乡前后收入差距较小,返乡后就业结构更趋优化;四是结合问卷调查结果将农民工返乡就业动力归纳为制度改革、产业发展、政策促进公共服务以及个体返乡感知五类,并具体分析返乡就业的动力及其作用机理;五是绘制系统因果关系图、系统流程图,构建安徽省农民工返乡就业动力的系统动力学模型,并通过模拟发现政府政策、公共服务水平、制度改革等因素都在一定程度上推动农民工返乡就业;最后,为安徽省农民工返乡就业促进机制的构建提出相应的对策。如构建以产业发展和农民工就业能力提升相匹配的战略机制,提升产业吸纳力和就业能力;构建返乡农民工社会保障机制,提高农民工返乡就业的保障力;改善安徽省政策环境,提升返乡农民工就业支撑力;构建返乡农民工就业质量改善机制,提升农民工返乡就业吸引力等。
[Abstract]:With the tide of reform and opening up, a large number of rural surplus labor force moved from the countryside to the city, forming a huge "township-city" flow, at the same time, the reverse "city-township" flow of migrant workers also staged. Especially under the impact of the 2008 financial crisis, this reverse flow has reached a climax, and Anhui Province, as a major labor export province, is no exception. Since the beginning of the new period, although the reverse flow momentum and scale of migrant workers in Anhui Province have decreased slightly, the return of migrant workers to their hometowns has become the norm. It is urgent to study the motive force of returning employment and how to guide migrant workers to get stable employment. This paper focuses on the issue of "migrant workers returning to their hometown in Anhui Province", carries out investigation and analysis, and constructs the system dynamic model of the motive force of migrant workers returning to their hometown in Anhui Province by using the method of system dynamics. And to guide migrant workers in Anhui Province to return to employment and put forward relevant recommendations. The article first analyzes the background of the problem, and combs the related research results to find the breakthrough; second, according to the research object, define the relevant concepts and review the relevant theory; third, on the basis of research, This paper analyzes the group characteristics and employment status of migrant workers returning home in Anhui Province. The study shows that the age of migrant workers returning home tends to be younger, the income gap before and after returning home is smaller, and the employment structure is more optimized after returning home. Fourthly, combining the results of questionnaire survey, the motive force of migrant workers returning home is summed up as system reform and industrial development. The policy promotes five categories of public service and individual homecoming perception, and concretely analyzes the motive force and mechanism of returning employment; fifth, draws the system causality diagram, the system flow chart, To build a dynamic system model of migrant workers returning employment in Anhui Province, and through simulation found that the government policy, public service level, system reform and other factors to promote migrant workers to return to employment; finally, This paper puts forward the corresponding countermeasures for the construction of employment promotion mechanism for migrant workers in Anhui province. For example, to build a strategic mechanism matching the industrial development and the employment ability of migrant workers, to enhance the capacity of industrial absorption and employment, to build a social security mechanism for migrant workers returning to their hometowns, and to improve the guarantee power of migrant workers returning to their hometowns for employment. To improve the policy environment of Anhui Province, to enhance the employment support of migrant workers returning home, to build a mechanism to improve the employment quality of migrant workers returning to their hometown, to enhance the employment attraction of migrant workers returning home, and so on.
