商州区移民社区空间发展策略研究

【摘要】：陕南地处秦岭南麓和巴山北麓,因其境内地形多变、地质条件复杂,使该地区成为我国地质灾害多发区之一,其中部分居民的生产生活条件也因此受到严重影响,为解决“山地危居”给当地发展带来的问题,陕西省委、省政府提出了陕南移民搬迁的重大战略决策。本文即以陕南移民搬迁为背景,以商州区内搬迁产生的各类移民社区为主要研究对象,以实地调研和实例研究相结合的形式,探索移民社区安置情况以及与当地城乡发展状况、空间布局融合之间的关系,并对存在问题进行详细剖析,最后给出相应的策略。本文首先明确了移民社区及空间发展的相关概念,梳理了现有陕南移民搬迁和有关空间发展以及移民背景下聚落空间发展的文献,为本文研究提供理论及经验借鉴,然后以“发现问题——分析问题——解决问题”的技术路线展开研究。发现问题部分主要是简述商州区以及移民搬迁的概况,了解商州区内移民搬迁的规划、实施进展,然后将笔者在实地调研过的移民社区从区位上进行分类并对现状建设情况进行简要概述,提出本文重点研究对象为农村型移民社区。分析问题部分主要是从中观空间布局、人口规模、产业发展、公服配置以及移民自身感受的微观角度分析了商州区现有移民社区的现状,并对现状中出现的问题进行了总结,主要有社区规模小、布局散、土地利用粗放,社区中居民职能初级、产业发展辐射力弱,社区入住率参差不齐、有些社区空置率高,政府作用力强于移民作用力、移民公众参与差,社区组织管理滞后、社会交往空间失落等。然后根据上文提出的现状和问题分析影响其发展的因素,主要包括自然地理现状的基础作用、政策制度的主导、经济发展的内在动力机制、交通区位的支撑驱动和移民自身需求的促进作用。解决问题部分则是针对问题原因提出空间发展优化策略,主要从空间融合、产业优化、统筹配套公服设施以及构建融合移民社区在内的新型城乡居民点体系提出了优化策略;然后根据商州区地貌分区,选取分区内典型城镇对其内移民社区的空间发展优化进行实例研究;最后,为了保障移民社区空间发展优化的顺利实施,围绕政府实施主体及移民受益主体从制度管理和社会保障两方面提出了一系列保障措施。论文最后对本研究的不足及展望进行了讨论。
[Abstract]:Southern Shaanxi is located at the southern foot of the Qinling Mountains and the northern foot of the Bashan Mountains. Because of its changeable topography and complicated geological conditions, this area has become one of the most frequently occurring geological disasters in China, and the production and living conditions of some of its residents have also been seriously affected. In order to solve the problems brought by "mountain danger" to local development, Shaanxi Provincial Party Committee and provincial government put forward the important strategic decision of emigration and relocation in southern Shaanxi. In this paper, taking the relocation of migrants in southern Shaanxi as the background, taking all kinds of immigrant communities in Shangzhou District as the main research object, and combining the field investigation with the case study, the paper explores the resettlement situation of the immigrant communities and their development with the local urban and rural areas. The relationship between spatial layout fusion and the existing problems are analyzed in detail. Finally, the corresponding strategies are given. This paper firstly defines the concepts of immigrant community and spatial development, combs the existing documents on migration and spatial development of southern Shaanxi and the development of settlement space under the background of migration, and provides the theory and experience for the study of this paper. Then the technical route of "finding problem-analyzing problem-solving problem" is studied. In the part of finding the problems, the author mainly describes the general situation of Shangzhou District and the relocation of immigrants, and understands the planning and implementation progress of the relocation of immigrants in Shangzhou District. Then, the author classifies the immigrant communities in the field and briefly summarizes the current situation of construction, and puts forward that this paper focuses on the rural migrant communities. The analysis part mainly analyzes the present situation of the existing immigrant communities in Shangzhou District from the microcosmic angle of spatial layout, population scale, industrial development, public service allocation and the immigrants' own feelings, and summarizes the problems in the present situation. There are mainly small communities, scattered distribution, extensive land use, primary functions of residents in the community, weak industrial development radiation, uneven community occupancy rates, high vacancy rates in some communities, and stronger government forces than immigration. The immigrant public participation is poor, the community organization management lags behind, the social intercourse space loses and so on. Then, according to the current situation and problems raised above, the factors that affect its development are analyzed, including the basic role of the physical geography, the leading role of the policy and system, and the internal dynamic mechanism of economic development. The support drive of the traffic location and the promotion function of the immigrant's own demand. The problem solving part is to put forward the spatial development optimization strategy for the reasons of the problem, mainly from the spatial integration, industrial optimization, overall planning and supporting public service facilities, as well as the construction of a new urban and rural residential system, including the integration of immigrant communities, put forward the optimization strategy; Then according to the geomorphological zoning of Shangzhou District, select the typical towns in the subzone to study the spatial development optimization of the immigrant community. Finally, in order to ensure the smooth implementation of the spatial development optimization of the immigrant community, This paper puts forward a series of safeguard measures from two aspects of system management and social security. At the end of the paper, the shortcomings and prospects of this study are discussed.
