土地流转背景下农村养老保障研究

【摘要】：长久以来,土地是我国农业发展的基础,农村社会稳定的基石和农民生活的重要来源,对国家、社会和农民都发挥着重要作用。但是随着城乡一体化进程的加快、农业产业结构的升级,土地流转规模的加大,土地的保障功能逐渐弱化。农村的养老保障问题是农村社会保障的核心问题。所以,如何建立和完善一个切合实际的农村养老保障体系是解决我国“三农问题”的重中之重,也是新农村建设面临的一项重要问题。本文在土地流转的大背景下,从健全农村养老保障体系的角度出发,从我国农村养老保障和土地流转的历程入手,剖析我国农村土地制度的现状和问题,探讨农村土地流转与农村养老保障建立的内在关系,分析土地流转给我国养老保障带来的机遇和困境,针对土地流转制度对农民养老保障的影响,全面阐述了土地流转和农村养老保障的相互作用。积极探索和研究土地流转背景下农村养老问题,并提出相应的政策建议,对于解决广大农民“老有所养”问题,促进社会和谐稳定具有重要意义。
[Abstract]:For a long time, land is the foundation of agricultural development in our country, the foundation of rural social stability and the important source of farmers' life, which plays an important role in the country, society and farmers. However, with the acceleration of urban-rural integration process, the upgrading of agricultural industrial structure, the increase of land circulation scale, the function of land security is gradually weakened. Rural old-age security is the core of rural social security. Therefore, how to establish and perfect a realistic rural old-age security system is the most important to solve the "three rural issues" in China, and is also an important problem facing the construction of new countryside. Under the background of land circulation, from the point of view of perfecting the rural old-age security system and the course of rural old-age security and land circulation in China, this paper analyzes the present situation and problems of the rural land system in China. This paper probes into the internal relationship between the rural land circulation and the rural old-age security, analyzes the opportunities and difficulties brought by the land circulation to the old-age security of our country, and aims at the impact of the land circulation system on the peasants' old-age security. The interaction between land circulation and rural old-age security is expounded. It is of great significance to explore and study the rural old-age pension problem under the background of land circulation and put forward corresponding policy suggestions to solve the problem of "security for the elderly" and to promote social harmony and stability.
