英德市农村土地承包经营权流转研究

【摘要】:土地是民生之本、发展之基,我国作为发展中国家,土地问题一直是农业现代化进程中的一个关键性问题。现实表明,有效促进农村土地承包经营权健康有序流转,不但有利于优化农村土地资源、推动农业产业化、规模化发展;而且有利于加快农村劳动力转移和城乡发展。在农村土地集体所有制和家庭联产承包责任制的大背景下,如何有效促进土地健康流转,使土地资源得到合理配置,不仅关系到农民的切实利益,而且对当前社会经济的全面发展、构建和谐社会都有重大影响。因此,本论文具有重要的理论价值与现实意义。本文运用文献研究法、比较分析法以及问卷调查法,深入分析了土地承包经营流转的相关理论和英德市农村土地承包经营权流转的现状。首先,阐释了农村土地承包经营权流转的相关理论;其次,对英德市农村土地流转的概况、特点和做法等进行了调查,分析了英德市农村土地承包经营权流转的存在问题;再次,分析了国内农村土地流转的典型案例,总结其成功经验;最后,结合英德市农村土地承包经营权流转实情提出改进的意见。通过对农村土地承包经营权流转相关理论的梳理和实地调查,本文深入分析了英德市农村土地承包经营权流转的存在问题,并提出了相应对策:一是通过改善农村土地环境推动农村土地承包经营权流转,包括创新方式化解土地细碎不连片问题、创新途径化解农田基础设施薄弱问题和推进农村土地承包经营权确权登记颁证工作;二是要完善农村土地承包经营权流转保障机制,包括创新对农村农业的金融支持、建立多层次的农村社会保障体系、加强对农民转业或务农的能力培训;三是完善农村土地承包经营权流转市场机制,包括培育发展新型农业经营主体、结合现有公共服务平台完善农村土地流转服务体系、完善基层组织建设增加农户的市场竞争力、探索农村土地流转的新模式。
[Abstract]:Land is the foundation of people's livelihood and development. As a developing country, land problem has been a key problem in the process of agricultural modernization. The reality shows that to effectively promote the healthy and orderly circulation of rural land contractual management rights is not only conducive to optimizing rural land resources, promoting agricultural industrialization and large-scale development, but also conducive to speeding up the transfer of rural labor force and the development of urban and rural areas. Under the background of collective ownership of rural land and household contract responsibility system, how to effectively promote the healthy circulation of land and make rational allocation of land resources is not only related to the practical interests of farmers, Moreover, it has great influence on the overall development of social economy and the construction of harmonious society. Therefore, this paper has important theoretical value and practical significance. Based on the literature research method, comparative analysis method and questionnaire method, this paper deeply analyzes the relevant theory of land contract management transfer and the current situation of Yingde rural land contract management right transfer. Firstly, it explains the relevant theories of rural land contractual management right transfer; secondly, it investigates the general situation, characteristics and practices of Yingde rural land transfer, and analyzes the existing problems of Yingde rural land contractual management right transfer. Thirdly, this paper analyzes the typical cases of rural land transfer in China and summarizes its successful experience. Finally, it puts forward some suggestions on the improvement of the transfer of rural land contractual management rights in Yingde City. By combing and investigating the relevant theories of rural land contractual management right circulation, this paper deeply analyzes the existing problems of Yingde rural land contract management right transfer. And put forward the corresponding countermeasures: first, through improving the rural land environment to promote the transfer of rural land contractual management rights, including innovative ways to resolve the problem of land fragmentation, Innovative ways to resolve the problem of weak farmland infrastructure and to promote the registration and certification of rural land contractual management rights; second, to improve the circulation of rural land contractual management rights guarantee mechanism, including innovative financial support for rural agriculture, To establish a multi-level rural social security system and strengthen the ability training for farmers to switch jobs or to work in agriculture; third, to improve the market mechanism for the transfer of rural land contractual management rights, including fostering and developing new agricultural management subjects, Combining with the existing public service platform to perfect the service system of rural land circulation, to perfect the construction of grass-roots organizations to increase the market competitiveness of farmers, and to explore a new model of rural land circulation.
