吉林省农业现代化发展水平比较研究

【摘要】：我国是一个拥有十三亿人口的发展中大国,农业始终是我国各项事业发展的基础。为此农业的发展水平对于国内社会的安定团结和国民经济的顺利发展具有极其重要意义。吉林省是农业大省,也是国家重要的商品粮生产基地,农业发展条件优越。长期以来,省委、省政府始终重视农业的发展,通过不懈努力,农业效益、农业生产能力、农业基础设施条件都取得了长足发展,为实现更高标准的农业现代化奠定了良好的发展环境和物质基础。但由于特定历史因素等多方面原因的影响,吉林省的农业综合生产能力与先进省份相比还存在着差距,实现农业现代化依然任重道远。本文以吉林省农业现代化的发展特点和发展需要为客观依据,运用主成分分析法对吉林省农业现代化发展水平进行比较分析研究,探讨发展过程中的优势和障碍因素,提出推进吉林省农业现代化发展的对策建议。第一部分主要从农业经济结构、劳动生产率与土地生产率状况、农业“四化”水平、劳动力特征水平、农业可持续发展水平和社会经济发展水平等方面描述吉林省农业现代化的发展现状。第二部分从农业生产投入水平、农业综合产出水平、农业经济结构、农业可持续发展水平、社会经济发展水平五个方面构建了农业现代化评价指标体系,并运用主成分分析法对吉林省的农业现代化水平进行时间序列分析和横向对比分析评价,得出近13年间,吉林省的农业现代化发展水平是不断提高的,并且增长势头良好。而与全国相比,吉林省农业现代化发展水平的综合主成分得分比全国平均水平高0.279,但低于上海、北京、天津等地区,列全国第14位,农业现代化发展水平处于中上游水平。第三部分则根据评价结果分析了影响吉林省农业现代化发展水平的有利条件和阻碍因素。最后提出了促进吉林省农业现代化发展的具体对策与建议,如提升农业机械化水平;加强农田水利等基础设施建设;发展教育事业以提高农民素质;完善土地流转机制,推动土地适度规模化经营;完善农业政策保障体系和社会保障体系;培育新型经营主体,调整农业产业结构,推动农业产业化经营等。
[Abstract]:China is a large developing country with a population of 1.3 billion. Therefore, the development level of agriculture is of great significance to the stability and unity of the domestic society and the smooth development of the national economy. Jilin Province is a big agricultural province, is also an important commodity grain production base, agricultural development conditions are superior. For a long time, the provincial party committee and provincial government have always attached importance to the development of agriculture. Through unremitting efforts, the agricultural benefits, agricultural production capacity, and agricultural infrastructure conditions have all made considerable progress. For the realization of higher standards of agricultural modernization laid a good development environment and material foundation. However, due to the influence of specific historical factors and other factors, there is still a gap between the comprehensive agricultural production capacity of Jilin Province and the advanced provinces, and the realization of agricultural modernization is still a long way to go. Based on the development characteristics and needs of agricultural modernization in Jilin Province, this paper makes a comparative analysis and study on the development level of agricultural modernization in Jilin Province by principal component analysis, and probes into the advantages and obstacles in the process of development. The countermeasures and suggestions to promote the development of agricultural modernization in Jilin Province are put forward. The first part mainly from the agricultural economic structure, the labor productivity and the land productivity condition, the agriculture "four modernizations" the level, the labor force characteristic level, The present situation of agricultural modernization in Jilin Province is described in terms of the level of sustainable agricultural development and the level of social and economic development. The second part constructs the evaluation index system of agricultural modernization from five aspects: the input level of agricultural production, the level of agricultural comprehensive output, the structure of agricultural economy, the level of agricultural sustainable development and the level of social and economic development. By using principal component analysis method, the time series analysis and horizontal comparative analysis of agricultural modernization level in Jilin Province are carried out. It is concluded that the development level of agricultural modernization in Jilin Province has been continuously improved in the past 13 years, and the growth momentum is good. Compared with the whole country, the comprehensive principal component score of agricultural modernization in Jilin Province is 0.279 higher than the national average, but lower than that in Shanghai, Beijing and Tianjin, ranking 14th in the whole country, and the level of agricultural modernization is in the upper and middle reaches. The third part analyzes the favorable conditions and hindrance factors that affect the development level of agricultural modernization in Jilin Province according to the evaluation results. Finally, it puts forward the concrete countermeasures and suggestions to promote the development of agricultural modernization in Jilin Province, such as improving the level of agricultural mechanization, strengthening the construction of infrastructure such as irrigation and water conservancy, developing education to improve the quality of farmers, and perfecting the land transfer mechanism. To promote the moderate scale management of land, to perfect the agricultural policy guarantee system and social security system, to cultivate the new management subject, to adjust the agricultural industrial structure, to promote the agricultural industrialization management and so on.
