昌吉市养老机构现况调查

【摘要】:目的:本研究旨在通过系统全面的调查和分析当前昌吉市养老机构基本情况和入住老人特征及需求状况(入住老人基本情况、健康状况、营养与膳食状况、心理健康状况、满意度状况、费用状况和需求状况),希望为昌吉市政府机构在新的经济形势和老龄化水平下制定养老服务政策,提高养老服务水平,促进养老事业发展提供科学依据。方法:资料的收集主要采用调查问卷的方式获得,对昌吉市养老机构负责人、工作人员和入住老人进行问卷调查。也通过收集昌吉市民政局、老龄委和人力资源和社会保障局已有的相关研究资料,包括政府颁布的相关政策文件和统计资料等。数据主要通过SPSS13.0进行统计分析。结果:(1)养老机构基本情况:昌吉市公办养老机构3家,民办7家,工作人员217人,平均年龄为(47.18±9.04)岁,女性173人(79.72%),文肓和小学文化85人(39.17%)。个别养老机构无医生、护士。床位总数1073张,入住老人809人,平均入住率为75.40%。(2)入住老人基本情况:被调查的793名老人平均年龄(76.81±9.09)岁,80岁及以上老人358人(45.15%),女性413人(52.08%)。回族老人301人(37.96%),丧偶老人占57.25%。文盲/半文盲老人241人(30.39%)。信仰伊斯兰教368人(46.41%)。(3)入住老人健康状况:81.97%的老人患有慢性疾病,16.52%的老人生活不能自理。(4)入住老人营养与膳食状况:433名老人(54.60%)体重正常。(5)入住老人心理健康状况:常见心理问题为焦虑(40.10%)和抑郁(37.70%)。(6)入住老人满意度状况:15.38%的老人对娱乐活动非常不满意。(7)入住老人费用状况:65.57%老人自己支付养老费用。(8)入住老人需求状况:77名老人(9.71%)很需要经济支持,10名老人(1.26%)很需要政府救济,35.44%的老人很需要和别人交往,21.56%的老人很需要睡眠照料,32.66%的老人很需要急救和康复。结论:调查发现,在新的经济形势和老龄化水平下,昌吉市养老机构人力资源配置不尽合理,专业化服务能力低下,老人心理问题重视不够,营养膳食尚欠科学,费用收取机制有待完善。入住老年人群呈现新特征,养老需求日趋多元化,对养老机构的满意度不高。对此提出如下建议:(1)大力优化人力资源配置,加强养老服务队伍专业化建设,全社会广泛参与形成多元化服务格局。(2)多措并举,加强沟通,建立良好护养关系,重点关爱老人心理健康,全面提高老人生活质量和能力。(3)全面了解入住老人现况,高度重视急救和康复的重要性,满足老年人多层次的需求。(4)高度重视老年人饮食健康,加强老年人营养宣传、教育和干预,做到合理营养和平衡膳食。(5)希望地方政府能够落实养老政策,加快养老机构改制转型,加强收费监管力度,维护老人基本权益。
[Abstract]:Objective: the purpose of this study was to investigate and analyze the basic conditions of pension institutions and the characteristics and needs of the elderly in Changji City (including the basic condition of the elderly, health status, nutrition and diet status, mental health status). It is hoped that the state of satisfaction, expense and demand will provide scientific basis for the government in Changji to formulate the policy of old-age service under the new economic situation and aging level, to improve the level of old-age service, and to promote the development of pension. Methods: the data were collected by questionnaire, and the responsible persons, staff and the elderly in Changji city were investigated. Also through the collection of Changji City Civil Affairs Bureau, the elderly Committee and the Human Resources and Social Security Bureau of relevant research materials, including the relevant policy documents issued by the government and statistical data. The data are mainly analyzed by SPSS13.0. Results the basic situation of pension institutions: there were 3 public pension institutions, 7 private pension institutions, 217 staff members in Changji city, with an average age of 47.18 卤9.04 years old, 173 women with 79.72cm, and 85 people with a primary school education with a total of 39.170.The average age was 47.18 卤9.04 years old, and the average age was 47.18 卤9.04 years old. Individual pension institutions do not have doctors and nurses. The total number of beds was 1073, the average occupancy rate was 75.40. 2) the average age of 793 old people was 76.81 卤9.09). There are 241 illiterate / semi-illiterate elderly people. The health status of the elderly: 81.97% of the elderly have chronic diseases and 16.52% cannot take care of themselves. 4) the nutritional and dietary status of the elderly is 54.60%) the weight of the elderly is normal. 5) the mental health of the elderly: Common psychological problems: anxiety 40.10) and depression 37.70%) elderly satisfaction: 15.38% are very dissatisfied with recreational activities. The government relief 35.44% of the elderly are in need of contact with others 21.56% of the elderly are in need of sleep care 32.66% of the elderly need first aid and rehabilitation. Conclusion: under the new economic situation and aging level, the allocation of human resources of pension institutions in Changji City is unreasonable, the specialized service ability is low, the psychological problems of the elderly are not paid enough attention, and the nutritional diet is not scientific. Fee collection mechanism needs to be improved. The elderly population has new characteristics, the demand for the aged is becoming more and more diversified, and the satisfaction of the pension institutions is not high. In this regard, the following suggestions are put forward as follows: 1) vigorously optimize the allocation of human resources, strengthen the professionalization of the old-age service team, extensively participate in the formation of a diversified service pattern of the whole society, and work together to strengthen communication and establish a good nursing relationship. Focus on caring for the mental health of the elderly, improve the quality of life and ability of the elderly in an all-round way) fully understand the current situation of the elderly, attach great importance to the importance of first aid and rehabilitation, and meet the needs of the elderly at various levels) attach great importance to the dietary health of the elderly. Strengthen the elderly nutrition propaganda, education and intervention, achieve reasonable nutrition and balanced diet. 5) hope that the local government can implement the old-age policy, accelerate the transformation of pension institutions, strengthen the charge supervision, and safeguard the basic rights and interests of the elderly.
