【摘要】：从上世纪90年代开始,我国的计划经济体制越来越不能跟上经济的发展,对经济的发展开始起到阻碍的作用,党的十四大召开,决定在我国逐渐建立市场经济制度,城市经济开始快速发展。城市的发展吸引了许多农民开始涌入城市务工或者经商,由此,我国的外来人口开始大量向城市转移。Z市做为东部沿海具有代表性的中小城市,也存在大量的外来人口,同样存在市民待遇问题。十八大以后,我国加快了户籍制度改革的步伐,有序推进城市外来人口市民待遇建设,Z市也正处于大力发展新型城镇化建设时期。外来人口市民待遇的建设问题牵涉面较广,研究依据制度理论、区域发展理论、需求理论、以及政府职能定位等理论,采用文献研究和在Z市实地调研等方法,对Z市外来人口市民待遇的制度现状进行全面调研,为Z市经济的发展和新型城镇化建设提供决策参考。在对外来人口市民待遇的相关理论及其对外来人口市民待遇建设的作用进行分析后,研究认为在Z市推行全面而完善的外来人口市民待遇制度体系是十分必要的。接着调查了Z市外来人口市民待遇制度体系的现状和外来人口的制度需求,认为目前Z市在外来人口市民待遇制度体系建设过程中,由于国家政策和财政资金的约束,部分制度尚不完善,不能完全满足外来人口的市民待遇需求。通过分析了Z市外来人口市民待遇制度体系中的问题,认为：z市在外来人口市民待遇方面的制度存在着建设不足,速度不快的情况,越来越跟不上Z市快速发展的经济水平,如不加快市民待遇制度体系建设将制约z市经济的健康稳定发展。进程缓慢的深层次原因。主要因素有当前的户籍制度尚未完全放开,城市公共服务制度也尚不合理和完善。外来人口在住房、就业、子女教育和社会保障方面受到不公平对待,外来人口的市民待遇需求强烈。其中：户籍制度、就业与收入分配制度、子女教育制度以及住房制度是影响Z市外来人口市民制度体系待遇建设最主要的因素。研究认为解决Z市外来人口市民待遇制度体系建设问题的对策是：改革不合理的外来人口就业和收入分配制度,通过构建统一正规的劳动力市场来保护外来人口的权益,使外来人口共享城市经济发展的成果；清除社保制度的积弊,解决外来人口职工与本地职工的不公平对待问题；弥补教育制度的缺陷,让外来人口有机会提升自身的知识和技能,外来人口子女享受与本地市民子女同等的教育条件。改革住房制度定位,解决外来人口住房供给中的障碍,减少外来人口的进城成本；加强政府调控和引导职能,改管理为服务,积极营造一个公平公正的社会环境,促进权利和机会公平。
[Abstract]:Since the 1990s, the planned economic system in our country has become increasingly unable to keep up with the development of the economy, and has played an important role in hindering the development of the economy. The 14th National Congress of the CPC decided to gradually establish a market economy system in our country. Urban economy began to develop rapidly. The development of the city has attracted many farmers to start pouring into the city to work or do business. As a result, the foreign population of our country began to transfer to the city in large numbers. As a representative small and medium-sized city in the east coast, there are also a large number of foreign population. There is also the issue of civil treatment. After the 18th National Congress of the CPC, China has quickened the pace of the reform of the household registration system, and promoted the construction of the treatment of the urban residents of the foreign population in an orderly manner. The city is also in the period of vigorously developing the new type of urbanization. The construction of the treatment of foreign citizens involves a wide range of issues. The research is based on the theory of system, the theory of regional development, the theory of demand, and the orientation of government functions. The methods of literature research and field investigation in Z City are adopted. This paper makes a comprehensive investigation on the status quo of the system of the treatment of the foreign population in Z city, and provides a decision reference for the development of economy and the construction of new urbanization in Z city. After analyzing the relevant theories of the treatment of the foreign population and its effect on the construction of the treatment of the foreign population, the author thinks that it is very necessary to carry out the comprehensive and perfect system of the treatment system of the foreign population in Z city. Secondly, the paper investigates the current situation of the system of the treatment of the foreign population and the system needs of the foreign population in Z city, and thinks that in the process of constructing the system of the treatment of the foreign population in Z city, due to the constraints of national policies and financial funds, Part of the system is not perfect, can not fully meet the needs of the civilian population treatment. Based on the analysis of the problems in the system of the treatment system of the migrant population in Z City, it is considered that the system of the treatment of the residents of the foreign population in the city of Z has insufficient construction and slow speed, which is increasingly unable to keep up with the rapid development of the economic level of the city. The main factors are that the current household registration system has not been completely liberalized, and the urban public service system is not reasonable and perfect. The immigrant population is unfairly treated in housing, employment, education and social security. Among them, the household registration system, employment and income distribution system, children's education system and housing system are the most important factors that affect the treatment of the system. The research shows that the countermeasures to solve the problem of constructing the system of the treatment system of the migrant population in Z City are: reforming the unreasonable employment and income distribution system of the foreign population and protecting the rights and interests of the foreign population through the construction of a unified formal labor market. To enable the foreign population to share the fruits of urban economic development; to eliminate the accumulated disadvantages of the social security system; to solve the problem of unfair treatment of migrant workers and local workers; and to make up for the shortcomings of the education system, Let the immigrant population have the opportunity to upgrade their own knowledge and skills, and the children of the immigrant population enjoy the same educational conditions as the children of the local people. Reform the orientation of the housing system, solve the obstacles in the housing supply of the foreign population, reduce the cost of the migrant population in entering the city, strengthen the functions of government regulation and guidance, change management into service, and actively create a fair and just social environment.
