【摘要】：改革开放以来,随着中国经济的快速发展,城乡的面貌发生了翻天覆地的改变。伴随着规模的扩大以及扩大速度的加快,农村劳动力转移呈现出复杂性和选择性的特征。农村劳动力转移问题已成为困扰辽宁省各级政府的重大问题。促进农村劳动力的转移,是提高农民收入,改善农民生活的重要方法,也是促进城乡经济社会发展,促进城乡关系协调发展的有效途径。我们必须正视农村劳动力在转移过程中存在的问题。在本文中,首先是阐述国内外研究农村劳动力转移的相关理论,然后采取调查问卷的形式,对栗子房镇农村劳动力转移的情况进行调查。经过对数据的收集、整理和分析,了解当前栗子房镇农村劳动力转移的现实情况,归纳并总结其农村劳动力转移过程中存在的各种问题。转移的组织化程度低、社会保障的缺失、劳动力培训不足和务工成本过高,并分析这些问题产生的原因。最后,针对栗子房镇农村劳动力转移过程中存在的问题,提出建议:加强对农村劳动力转移的组织与管理,完善社会保障制度,加强职业培训和减轻农民负担等。
[Abstract]:Since the reform and opening up, with the rapid development of China's economy, the face of urban and rural areas has undergone earth-shaking changes. With the expansion of scale and the speed of expansion, the transfer of rural labor force presents the characteristics of complexity and selectivity. The problem of rural labor force transfer has become a major problem puzzling all levels of government in Liaoning Province. To promote the transfer of rural labor force is not only an important method to improve farmers' income and improve their life, but also an effective way to promote the economic and social development of urban and rural areas and the coordinated development of urban-rural relations. We must face up to the problems existing in the process of rural labor transfer. In this paper, the first is to explain the domestic and foreign research on the transfer of rural labor force related theories, and then to investigate the situation of the transfer of rural labor force in Lizifang Town by means of questionnaire. Through the data collection, collation and analysis, understand the current situation of rural labor force transfer in Lizifang Town, sum up and summarize the various problems existing in the process of rural labor force transfer. The organization of the transfer is low, the social security is lacking, the labor force training is insufficient and the labor cost is too high, and the causes of these problems are analyzed. Finally, in view of the problems existing in the process of rural labor force transfer in Lizifang Town, some suggestions are put forward: strengthening the organization and management of rural labor force transfer, perfecting the social security system, strengthening vocational training and lightening the burden on farmers, etc.
