我国城市灾害韧性评估及其提升策略研究

【摘要】：构建韧性评价体系是韧性量化的基础,韧性的量化对韧性理论的实践运用有着重要的意义。文章以韧性基线模型(BRIC)为研究基础,结合专家咨询方法,从经济韧性、社会韧性、环境韧性、社区韧性、基础设施韧性及组织韧性6个方面构建我国的城市灾害韧性评价指标体系,并对全国288个地级市的灾害韧性进行评估,结果表明:国内城市总体处于较低韧性的状态,不同城市的韧性指数差异较大;城市韧性呈现出明显的空间分异现象;影响城市灾害韧性的因素主要包含经济发展水平、基础设施建设、组织管理与社会保障等方面。最后在研究结论的基础上提出城市灾害韧性的提升策略。
[Abstract]:The construction of toughness evaluation system is the basis of toughness quantification, which is of great significance to the practical application of toughness theory. This paper is based on the toughness baseline model (BRICM), and combines with the expert consultation method, from the aspects of economic toughness, social toughness, environmental toughness, community toughness. The evaluation index system of urban disaster toughness is constructed in 6 aspects of infrastructure toughness and organizational toughness, and the disaster toughness of 288 prefectural cities in China is evaluated. The results show that the domestic cities are in a state of low resilience. The resilience index of different cities is quite different, the urban resilience shows obvious spatial differentiation phenomenon, and the factors influencing urban disaster resilience mainly include the level of economic development, infrastructure construction, organization and management, social security and so on. Finally, on the basis of the conclusion of the study, the strategy of improving urban disaster resilience is put forward.
