【摘要】：随着经济发达的大城市的居民构成成分日益复杂,政府如何高效实现相应的服务和管理也日益面临新的挑战。上海城市社区居民综合信息管理系统的开发目的是通过现代化的信息技术将居民信息管理与政府的社会服务职能有效结合起来,为常驻居民和外来流动居民提供有效的社会服务同时对相应的信息进行集中管理与共享,以支持政府部门在社会服务和综合治安管理方面的实际工作需要。该软件的主要功能模块划分为针对外来居民基本信息管理模块、居民的居住证事务处理模块、社保卡事务处理等模块、治安类信息管理模块、房屋出租信息管理模块、外来人员流动性信息管理模块、计划生育类信息管理模块和综合信息统计分析模块等。本文从软件工程的角度,对其中有代表性的几类模块的需求分析、设计和实现进行了阐述。该城市社区居民综合信息管理系统的软件开发采用成熟的软件技术,在能够满足系统功能的前提下尽可能采用简单的软件方案,以提高系统的可维护性和降低部署成本。该软件基于浏览器／服务器的程序框架,在后台通过通用关系数据库服务器SQL Server完成大部分事务的处理和数据管理。该居民综合信息管理系统通过现代化的信息技术将居民管理与社会服务有效的结合起来,有效地支持了政府部门履行其日益复杂的管理职能。
[Abstract]:With the increasingly complex composition of the residents in the economically developed big cities, the government is facing new challenges in how to efficiently implement the corresponding services and management. The purpose of the comprehensive information management system for urban residents in Shanghai is to effectively combine the information management of residents with the social service functions of the government through modern information technology. To provide effective social services for resident residents and migrant residents and to centrally manage and share the corresponding information to support the practical needs of government departments in social services and comprehensive public security management. The main function modules of the software are divided into basic information management module for foreign residents, resident residence card transaction processing module, social security card transaction processing module, public security information management module, housing rental information management module. Floating information management module, family planning information management module and comprehensive information statistical analysis module. From the point of view of software engineering, this paper expounds the requirement analysis, design and implementation of some typical modules. In order to improve the maintainability of the system and reduce the cost of deployment, the software development of the comprehensive information management system for urban community residents adopts mature software technology, and the simple software scheme can be used as far as possible on the premise that the system can meet the function of the system. The software is based on the browser / server program framework, in the background through the general relational database server SQL Server to complete most of the transaction processing and data management. Through the modern information technology, the residents' comprehensive information management system effectively combines the residents' management with the social services, which effectively supports the government departments to perform their increasingly complex management functions.
