太原市社会救助农村低保管理系统的设计与实现

【摘要】：低保制度是对家庭人均收入低于当地最低生活保障标准的贫困对象,由政府民政部门发给最低生活保障金,保障其基本生活的一种新型的社会救济制度,是社会保障体系的重要组成部分,是最后一道社会安全网。太原市从开展城乡最低生活保障制度以来,遇到了工作任务重,工作力量不足,资料管理不规范等问题。一方面社会救助人数和资金量急剧增加,实施动态管理的要求不断提高,社会救助工作量和管理操作难度越来越大;另一方面社会救助工作人员少,力量弱,管理手段滞后,经常是超负荷运转,管理操作不规范,漏洞较多造成了低保工作与国家社会救助工作标准脱节的局面。因此,必须改变落后的工作方式和管理手段,建立太原市社会救助农村低保管理系统是当务之急。社会救助管理系统是国家社会救助信息化工程的重要组成部分,经过多年的发展,系统在使用过程中不断改进和完善,并依据各地实际情况延伸出不少子系统,作为其本身的重要补充。太原市社会救助农村低保管理系统的使用,使队伍力量薄弱的广大基层民政助理员有了有效的工作工具,改变了以前资料靠手工纸作,报送靠长途奔波的局面。本文依据软件开发流程设计利用用类图、时序图、流程图、表格等方式描述了了太原市社会救助农村低保管理系统的设计与实现。首先给出了系统开发的背景,介绍了国内外发展现状,研究的目的、意义和相关技术,重点介绍了EXTJS技术方案。基于乡镇(街道)一级的系统流程,从登记申请、农村混居家庭申请、信息审核、待办和已办事项查询、资金发放(维护银行账号)设计系统需求。设计了系统部署架构、功能架构,采用表格方式描述了系统功能设计,给出了系统功能代码,选择家庭中的人员信息和资金发放信息两个部分给出了数据表。采用界面截图的方式对系统的实现过程进行描述,实现了系统功能界面。后对系统进行测试,整体实现了太原市社会救助农村低保管理系统。太原市社会救助农村低保管理系统使用Java se 6.0开发语言,Struts、spring、hibernate等主流框架,以Eclipse、jdk1.6作为开发工具,使用Oracle、db2、sybase、sql server等主流数据库,试用于所有平台。依据太原市民政业务本地化业务进行功能设计,基于乡镇(街道)一级的系统流程,分别对登记申请、农村混居家庭申请、信息审核、待办和已办事项查询、资金发放(维护银行账号)等功能设计分析。太原市社会救助农村低保管理系统的建立为太原市农村低保业务的科学化管理,信息化运作提供了有效的保障,促进太原市基层民政业务水平进一步提升。
[Abstract]:The minimum living security system is a new type of social relief system for families whose per capita income is lower than the local minimum living security standard. The government departments of civil affairs issue a minimum living security allowance to ensure their basic living. It is an important part of the social security system and the last social safety net. Since the development of the urban and rural minimum living security system, Taiyuan has encountered some problems, such as heavy work tasks, insufficient working power and irregular data management. On the one hand, the number of people and funds of social assistance has increased sharply, the requirement of implementing dynamic management has been raised continuously, the workload of social assistance and the management of social assistance have become more and more difficult; on the other hand, the number of social assistance workers is small, the strength is weak, and the management means are lagging behind. It is often overloaded, the management operation is not standard, and there are many loopholes which result in the disconnection between the minimum living standard and the national social assistance work standard. Therefore, it is necessary to change the backward working methods and management methods, and it is urgent to establish the management system of the rural minimum living standard for social assistance in Taiyuan. The social assistance management system is an important part of the national information project of social assistance. After years of development, the system has been continuously improved and perfected in the process of use, and many subsystems have been extended according to the actual situation in various places. As an important supplement to itself. The use of the management system of minimum living allowance in the rural areas of Taiyuan City has given effective working tools to the vast number of grass-roots civil affairs assistants who have weak ranks, and changed the situation in which the materials used to be made by hand and sent to the public by long distances. This paper describes the design and implementation of the rural minimum security management system for social assistance in Taiyuan by using class diagram, timing diagram, flowchart, table and so on according to the software development process. Firstly, the background of system development is given, and the present situation, purpose, significance and related technology of EXTJS are introduced. Based on the system flow of township (street) level, the system requirements are designed from registration application, rural mixed family application, information audit, inquiry of to-do and existing items, fund distribution (maintenance of bank account). The system deployment framework and function framework are designed. The system function design is described by table method. The system function code is given. The data table is given in the two parts of selecting the personnel information and the fund release information in the family. The realization process of the system is described by using interface screenshots, and the functional interface of the system is realized. After testing the system, the overall implementation of Taiyuan City Social Relief Rural minimum Security Management system. Taiyuan Social Aid Rural minimum Security Management system uses Java se 6.0 development language such as Struts Spring hibernate and other mainstream frameworks, uses Eclipse Jdk1.6 as the development tool, uses the mainstream database such as Oraclee DB2 sybase SQL server, and tries to use it on all platforms. According to Taiyuan civil affairs business localization business function design, based on the township (street) level system process, the registration application, the rural mixed family application, the information examination, the to-do and the already done item inquiry, Fund release (maintenance of bank accounts) and other functional design analysis. The establishment of Taiyuan City Social Relief Rural minimum Security Management system provides an effective guarantee for the scientific management and information operation of the rural minimum living allowance business in Taiyuan, and promotes the level of the basic civil affairs business in Taiyuan City to be further improved.
