【摘要】：人类自身的脆弱性和市场失灵现象,决定了具有稳定性的社会保障是国家治理的必要手段和重要工具,并在发展实践中形成了受多重因素影响、中央政府主导与立法先行、互助共济与责任分担等客观规律。在全球化背景下,老龄化、互联网、新业态等的发展,以及不平等现象的加剧,均要求对社会保障做出相应调整。以建设积极、健康的社会保障体系为发展目标,与时俱进地优化制度结构,实现多元主体共建共治,再造高效率的运行机制,是社会保障制度在国家治理中发挥更为重要作用的必由之路。
[Abstract]:The vulnerability of human beings and the phenomenon of market failure determine that the social security with stability is the necessary means and important tool of national governance, and has been influenced by many factors in the development practice, leading by the central government and legislating first. Mutual aid and shared responsibility and other objective laws. Under the background of globalization, the development of aging, the Internet, new forms of business, and the increase of inequality, all require the corresponding adjustment of social security. Taking the construction of a positive and healthy social security system as the development goal, optimizing the system structure with the times, realizing the co-construction and co-treatment of multiple subjects, and reconstructing the efficient operation mechanism, Social security system is the only way to play a more important role in the governance of the country.
