【摘要】：正随着西部大开发深入推进和东中部地区产业梯度转移,西北地区逐步进入了工业化、城镇化发展的快车道,一些地区的农村集体土地被征收,被征地农民数量增加。让被征地农民"老有所养",使他们可以分享改革发展成果,事关社会和谐稳定。但笔者调研中发现,西北部分地区被征地农民社会保障落实问题堪忧,相关配套政策也尚待健全。存在的主要问题近年来,国家土地督察西安局对陕西、甘
