新型城镇化进程中云南省建水县曲江镇政府基本公共服务供给问题研究

【摘要】：随着我国社会经济的发展和城镇化的快速发展,民众日益增长的公共服务需求与公共服务供给短缺之间的矛盾日益突出,对政府供给基本公共服务的能力提出了更高的要求,提供更多的基本公共服务。基本公共服务的需求在不断增长,而基本公共服务的供给却不足,在新型城镇化不断推进的背景下,这二者之间的矛盾成为新时期的突出矛盾,基本公共服务供给不足也成为了新型城镇化的一块“短板”,这对政府的基本公共服务供给能力提出了特殊要求,能否有效和可持续的为民众提供质优量足的公共服务,成为摆在政府面前的一个重大难题。乡镇政府作为我国的基层政府,是直接面对民众的。目前,乡镇政府是乡镇基本公共服务的主要供给者之一,在基本公共服务供给过程中具有重要作用。新型城镇化强调了提升基本公共服务供给能力,在新型城镇化继续推进的背景下,民众基本公共服务需求不断变化发展,需求增长与供给短缺的矛盾日益突出,对乡镇政府的基本公共服务供给能力提出了更高的要求,研究新型城镇化进程中乡镇基本公共服务供给问题显得尤为重要。本文从推进新型城镇化的背景出发,分析了新型城镇化对政府基本公共服务供给的新要求,将《国家基本公共服务体系十二五规划》中规定的基本公共服务的范围和基本标准作为一个“标杆”,在此基础上对个案的基本情况进行描述,进行实地问卷调查,收集个案的基本公共服务供需状况的数据并进行分析,笔者从基础设施建设、公共基础教育、医疗卫生服务、社会保障服务、劳动就业服务、公共文体服务、社会事业服务七个方面对个案的基本公共服务供需现状进行了分析,发现个案在新型城镇化进程中乡镇基本公共服务供给中存在的问题和原因,在分析问题和原因的基础上提出新型城镇化进程中提升乡镇基本公共服务供给能力的对策建议。
[Abstract]:With the development of our country's social economy and the rapid development of urbanization, the contradiction between the increasing public service demand and the shortage of public service supply is becoming increasingly prominent, which puts forward higher requirements on the ability of the government to provide basic public services. Provide more basic public services. The demand for basic public services is increasing, but the supply of basic public services is insufficient. Under the background of new urbanization, the contradiction between the two has become a prominent contradiction in the new era. The insufficient supply of basic public services has also become a "short board" of new urbanization, which puts forward special requirements on the ability of the government to supply basic public services, and whether it can effectively and sustainably provide public services of sufficient quality and quantity to the people. It has become a major problem for the government. Township government as our country's grass-roots government, is directly facing the public. At present, the township government is one of the main providers of the basic public service, and plays an important role in the process of providing the basic public service. The new type of urbanization emphasizes the enhancement of the supply capacity of basic public services. Under the background of continuing to promote the new type of urbanization, the demand for basic public services of the people is constantly changing and developing, and the contradiction between the growth of demand and the shortage of supply is becoming increasingly prominent. Higher demands have been put forward on the supply capacity of the basic public service of the township government, and it is particularly important to study the supply of the basic public service in the new urbanization process. Starting from the background of promoting new urbanization, this paper analyzes the new demands of new urbanization on the supply of government basic public services. Taking the scope and basic standards of basic public services stipulated in the 12th Five-Year Plan of the National basic Public Service system as a "benchmark", on the basis of which the basic situation of the case is described, and a questionnaire survey is conducted on the spot. Collecting and analyzing the data of the supply and demand of basic public services in individual cases, the author analyzes the following aspects: infrastructure construction, public basic education, medical and health services, social security services, labor and employment services, public cultural and cultural services, etc. This paper analyzes the supply and demand of basic public services in seven aspects of social services, and finds out the problems and causes of the cases in the process of new urbanization in the supply of basic public services in villages and towns. On the basis of analyzing the problems and reasons, this paper puts forward the countermeasures and suggestions to improve the supply capacity of basic public services in the new urbanization process.
