德国住房保障:制度构成、特征及启示

【摘要】：住房保障是住房政策及社会保障的重点领域,关系社会公平与和谐,也是发达国家关注的重点问题之一。德国是最早提出社会保障的国家之一,在住房保障领域取得了一定的成效,其经验对我国完善保障性住房制度具有重要的借鉴价值和启示意义。德国保障性住房制度包括公共住房制度、房租补贴制度、补贴建房购房制度、住房储蓄制度等,充分发挥了政府在住房保障方面的作用与责任。目前我国的住房制度改革和保障房制度建设应充分借鉴德国的有益经验,强化政府责任,完善住房保障法律体系,并适时调整制度内容从而构建多层次的住房保障体系,还应不断完善配套制度,为我国的保障房建设提供有力支撑。
[Abstract]:The housing guarantee is one of the key fields of housing policy and social security , and it is one of the most important issues that the developed countries pay attention to . Germany is one of the first countries to put forward the social security , and has made some achievements in the field of housing security . The German security housing system includes the public housing system , the rent subsidy system , the subsidized housing purchase system , the housing savings system and so on . At present , our country ' s housing system reform and guarantee room system construction should take full use of the beneficial experience of Germany , strengthen the government responsibility , perfect the housing guarantee legal system , and adjust the system content in time to construct the multi - level housing guarantee system .
