医养融合:养老机构发展新路径探究

【摘要】：我国已经进入人口快速老龄化阶段,老人高龄化、空巢化、失能化现象越来越普遍,机构养老逐渐为人们接受并成为一些老年人尤其是高龄老人的重要选择。但是,我国养老机构普遍面临"养老院看不了病,医院养不了老"的现实问题。一方面,老人对养老和医疗的双重需求,要求打破养老和医疗之间的分割界限,建立集照料、医疗、护理、康复为一体的医养融合型养老机构,真正实现老有所养、老有所医的目标。另一方面,目前我国养老机构主要提供日常生活照料服务,发展医养融合型养老机构面临政策支持不足、养老机构缺乏资金、医保结算难以实行、医院参与医养融合缺乏动力等诸多困境。因此,未来医养融合型养老机构的发展,应从政策层面、管理层面和操作层面入手:在政策层面,要规范管理,完善医养融合相关法规政策、标准及社会保障体系;在管理层面,要多措并举,创新机制,推动医养融合服务健康有序发展;在操作层面,要整合资源,通过内设、转化和合作方式构建医养融合型养老机构服务新模式,真正保障老年人安享晚年。
[Abstract]:China has entered the stage of rapid aging of the population, the aging of the elderly, empty nesting, disability phenomenon is becoming more and more common, institutional pension gradually accepted by people and become an important choice for some elderly people, especially the elderly. However, China's pension institutions generally face the practical problem of "nursing home can not see the disease, hospital can not support the elderly". On the one hand, the old people's dual demand for old-age care and medical care requires breaking the dividing line between old-age care and medical care, and establishing a medical and nursing integrated old-age institution that integrates care, medical care, nursing and rehabilitation, so as to truly realize a sense of security for the elderly. The goal of being a healer. On the other hand, at present, China's pension institutions mainly provide daily care services. The development of medical and support integrated pension institutions faces insufficient policy support, pension institutions lack of funds, and health insurance settlement is difficult to carry out. Hospitals involved in the integration of medical care and lack of motivation, and many other difficulties. Therefore, in the future, the development of medical and nursing integrated pension institutions should start from the aspects of policy, management and operation: at the policy level, we should standardize the management, perfect the relevant laws and policies, standards and social security system; At the management level, it is necessary to develop simultaneously, innovate the mechanism, and promote the healthy and orderly development of the medical-support integration service. At the operational level, we should integrate resources and construct a new service model of the medical-support integrated pension institution through internal design, transformation and cooperation. The old people are truly guaranteed to enjoy their old age.
