我国城镇化滞后的成因及对策研究

【摘要】：城镇化是经济社会发展的大趋势与必然结果。在我国工业化与现代化进程中,城镇化水平长期以来滞后于经济发展水平,特别是滞后于工业化进程。我国计划经济时代实施重工业超前发展战略是城市化滞后的直接原因,城市规模分布不合理减缓了城镇化进程,新工业化弱质是改革开放后我国城镇化发展相对滞后的主要原因。城镇化滞后制约了农业剩余劳动力转移的路径和进程,阻碍了"三农"问题的解决,导致产业结构调整困难、市场扩张能力疲弱。要解决城镇化滞后,必须深化户籍制度、就业制度、土地制度、社会保障制度创新;加快产业转型,提升工业化水平,积极发展第三产业,为加快推进城镇化奠定物质基础。
[Abstract]:Urbanization is the main trend and inevitable result of economic and social development. In the process of industrialization and modernization in China, the level of urbanization has lagged behind the level of economic development for a long time, especially in the process of industrialization. In the era of planned economy, the implementation of the strategy of advanced development of heavy industry is the direct cause of the lag of urbanization, and the unreasonable distribution of urban scale slows down the process of urbanization. The weak quality of new industrialization is the main reason why the development of urbanization in China lags behind after the reform and opening up. The lag of urbanization restricts the path and process of the transfer of agricultural surplus labor force, hinders the solution of the problem of "agriculture, rural areas and farmers", leads to the difficulty of industrial structure adjustment and weakens the market expansion ability. In order to solve the lag of urbanization, we must deepen the innovation of household registration system, employment system, land system and social security system, speed up the industrial transformation, promote the industrialization level, actively develop the tertiary industry, and lay a material foundation for accelerating urbanization.
