新加坡医疗救助制度及经验启示

【摘要】：在强调个人承担最主要医疗融资责任的情况下,新加坡通过普享型医疗津贴制度和基于收入审查的医疗救助制度,为低收入等弱势群体提供了很好的医疗保障。文章从整个医疗保障体系框架入手,分析新加坡全方位和多层次医疗救助体系架构及主要内容,最后提出三点可供我国医疗救助发展借鉴的经验,一是合理设定医疗救助范围,回应门诊需求并能契合老龄化社会发展趋势;二是采用定点就医,并向基层倾斜;三是在医疗救助运行管理中引入社会力量。
[Abstract]:In the case of the emphasis on the primary responsibility for medical financing, Singapore has provided good medical security for low income and other vulnerable groups through the universal medical allowance system and the income review based medical assistance system. The article analyzes the overall and multi-level medical assistance in Singapore from the framework of the whole medical security system. The system structure and the main content, finally put forward three points for the experience of the development of medical assistance in China, one is to reasonably set the scope of medical assistance, respond to the needs of out-patient and fit the trend of aging social development; the two is to adopt fixed-point medical treatment, and tilt to the grass-roots level, and the three is to introduce social strength to the operation and management of medical treatment and rescue.
