佛山市事业单位养老保险制度改革研究

【摘要】：事业单位养老保险制度是我国社会保障制度的重要组成部分。近年来,由于机关事业单位和企业养老金差距过大,引发社会各界广泛而热烈的关注。学者,尤其是民众改革机关事业单位养老保险制度的愿望愈发强烈。我国政府也在不断地作出一些改革尝试,特别是2008年以来,政府在一些省市试点事业单位分类和养老保险制度改革,但收效甚微。佛山作为这次改革的先行试点城市,于改革中取得了一些成绩,也遇到了一些难题。这些成绩和难题是本轮国家改革的缩影。因此研究佛山市事业单位养老保险制度改革的历程和现状,对探索推进改革的思路,构建公平的社会保障体系有重要的现实意义。本文以佛山市事业单位养老保险制度改革为研究对象,采用理论和实践相结合的研究方法,逐一明确事养老制度的相关概念、理论和发展情况,论述了佛山市的改革历程和现状。指出现阶段佛山市的改革仍存在一些问题,并进一步研究了造成这些问题的原因:主要是改革的内生动力不足、内容设计模糊、财政负担过大、以及缺乏社会公平。本文的研究重点是提出了现阶段推进事养老改革的思路:即“两个明确,四个方法”。两个“明确”一是明确改革原则:要坚持权利与义务对应、公平与效率结合、按照帕累托改进理论,使改革有利于全体公民;二是明确改革目标:实现养老金制度在社会各个群体间的统一。四个“方法”一是扩大改革范围,增强改革信心;二是琢磨改革细节,要具备实操性;三是增加政策透明度,公开财务状况;四是健全相关法规,保障制度运行。
[Abstract]:The endowment insurance system of institutions is an important part of our social security system. In recent years, the gap between government institutions and enterprises pension is too large, which arouses wide and enthusiastic attention from all walks of life. Scholars, especially the public reform institutions pension insurance system is increasingly strong desire. Our government is also making some reform attempts, especially since 2008, the government in some provinces and cities pilot institutions classification and pension insurance system reform, but with little effect. Foshan, as the pilot city of this reform, has made some achievements and encountered some problems. These achievements and difficulties are the epitome of the current round of national reform. Therefore, it is of great practical significance to study the course and current situation of the reform of the old-age insurance system in Foshan, which is of great practical significance to explore the ideas of promoting the reform and to build a fair social security system. This paper takes the reform of the old-age insurance system of public institutions in Foshan City as the research object, using the research method of combining theory and practice, defining the related concepts, theories and development of the pension system one by one. This paper discusses the reform course and present situation of Foshan City. This paper points out that there are still some problems in the reform of Foshan City at present, and further studies the causes of these problems: insufficient endogenous motive force of reform, vague content design, excessive financial burden and lack of social equity. The research focus of this paper is to put forward the idea of pushing forward the reform of old-age care at this stage: "two clear, four methods". Two "clear" one is clear reform principle: must insist the right and the duty correspondence, the fairness and the efficiency union, according to the Pareto improvement theory, causes the reform to benefit all the citizens; Second, clear reform goal: to realize the unity of pension system among various groups of society. The four "methods" are: first, to expand the scope of reform and enhance reform confidence; second, to study the details of the reform and to have practical operation; third, to increase the transparency of policies and to make public the financial situation; and fourth, to improve relevant laws and regulations and ensure the operation of the system.
