新型城镇化背景下农民工养老保险转移接续研究

【摘要】：农民工作为我国经济社会转轨时期产生的特殊群体,为我国社会主义现代化建设做出巨大贡献。同时,随着工业化和城镇化进程的不断推进,农民工规模逐渐扩大,流动性不断增强,其养老保险转移接续问题也日益突出。虽然,近年来国家出台了一些相关政策,但由于受各种因素影响,该问题依然存在,严重损害了农民工的切身利益,限制了城乡统一劳动力市场的形成,阻碍了新型城镇化的发展。而确保养老保险无障碍转移接续,不仅关系到农民工养老保险权益的实现和社会养老保险制度的完善,更关系到新型城镇化建设乃至社会主义和谐社会建设的进程,对我国经济的健康发展和社会的和谐稳定都具有重大的现实意义。文章在推进新型城镇化发展的背景下,首先从分析农民工养老保险转移接续的内涵、必要性以及新型城镇化的内涵入手,在此基础上分析指出新型城镇化对农民工养老保险转移接续的要求;其次通过对农民工养老保险转移接续相关政策的基本现状分析得出其存在的问题及原因;最后提出一些对策建议。全文主要通过五个部分来阐述这一内容,第一部分介绍本文选题与意义,对国外关于社会养老保险关系转移接续的对策,我国对于这一问题的研究现状进行文献梳理。第二部分为新型城镇化背景下农民工养老保险转移接续的相关概念界定。第三部分为新型城镇化背景下农民工养老保险转移接续的现状、问题及原因。第四部分从加强农民工养老保险相关政策法规建设,协调不同地区间利益冲突,加快养老保险相关配套制度改革,提高经办机构管理服务效率来解决制约农民工养老保险转移接续的因素。第五部分为结语。
[Abstract]:As a special group in the period of economic and social transition, migrant workers have made great contributions to China's socialist modernization. At the same time, with the development of industrialization and urbanization, the scale of migrant workers is gradually expanding, the mobility is increasing, and the problem of pension insurance transfer is becoming more and more prominent. Although the state has issued some related policies in recent years, due to the influence of various factors, the problem still exists, which seriously damages the vital interests of migrant workers and restricts the formation of a unified labor market between urban and rural areas. It hinders the development of new urbanization. To ensure the unobstructed transfer of old-age insurance is not only related to the realization of the pension insurance rights and interests of migrant workers and the perfection of the social old-age insurance system, but also related to the construction of a new type of urbanization and even the process of building a harmonious socialist society. It is of great practical significance to the healthy development of our economy and the harmony and stability of our society. In the context of promoting the development of new urbanization, the article begins with the analysis of the connotation, necessity and connotation of the transfer of migrant workers' old-age insurance. On this basis, the paper points out that the new urbanization requires the transfer of rural migrant workers' old-age insurance; secondly, through the analysis of the basic status quo of the policies related to the transfer of migrant workers' old-age insurance transfer, the problems and reasons are obtained. Finally, some countermeasures and suggestions are put forward. The first part introduces the topic and significance of this paper, the foreign countermeasures on the transfer of social endowment insurance relationship, the status of research on this issue in China literature comb. The second part is the definition of the transfer of migrant workers pension insurance under the background of new urbanization. The third part is the status quo, problems and reasons of rural migrant workers' pension insurance transfer under the background of new urbanization. The fourth part is to strengthen the construction of policies and regulations related to the old-age insurance of migrant workers, to coordinate the conflicts of interest among different regions, and to accelerate the reform of the supporting system of the pension insurance. To improve the efficiency of management services to solve the constraints of migrant workers pension insurance transfer. The fifth part is the conclusion.
