武汉市劳动力供给情况预测与对策调整

【摘要】：劳动力是社会生产运行的基本生产要素，对于一个国家或地区的发展有着举足轻重的影响。劳动力通过劳动力市场实现与其他生产资料的结合，因此建立一个有序、统一的劳动力市场是经济健康发展的前提，而充足的劳动力供给是市场稳定的基础。中部地区是我国的人口大区、经济腹地和重要市场，武汉是中部地区的人口大市，研究其劳动力供给情况与发展趋势对于未来中国经济和社会的发展有着非常重要的意义。本文首先对国内外关于劳动供给的理论进行全面梳理，继而分析武汉市劳动力供给情况。运用统计描述法、规范分析法等方法，通过对武汉市劳动力的数量、质量、成本、产业结构几个方面的分析来研究武汉市劳动力供给情况。武汉市目前劳动力数量众多，，总体质量高于全国劳动力平均水平，但与一些发达地区还有一定差距；高等教育发达，但职业教育缺乏；人口老龄化不断增长，同时生育率呈下降趋势。针对武汉现存的问题，结合新的人口政策、生育政策、教育政策，通过分析现有政策利弊，从人口预测与政策角度对武汉的劳动力供给情况进行分析预测，提出可行性对策建议。未来武汉市应加大教育投入，大力发展职业教育，提高劳动力质量；改革生育政策，促进人口持续稳定增长；同时完善社会保障，养老保障制度，促进武汉市劳动力结构不断优化，经济积极稳定发展。
[Abstract]:Labor force is the basic factor of production and operation of society, which has a decisive influence on the development of a country or region. The labor force combines with other means of production through the labor market, so establishing an orderly and unified labor market is the premise of the healthy development of economy, and sufficient labor supply is the basis of market stability. The central region is the population region, the economic hinterland and the important market of our country, and Wuhan is the population big market of the central region. It is very important to study its labor supply and development trend for the future economic and social development of China. This paper firstly analyzes the labor supply theory at home and abroad, and then analyzes the labor supply in Wuhan. Through the analysis of the quantity, quality, cost and industrial structure of the labor force in Wuhan, the supply of labor force in Wuhan is studied by using the methods of statistical description and normative analysis. At present, Wuhan has a large number of labor forces, the overall quality of which is higher than the national average level of labor force, but there is still a certain gap with some developed regions; higher education is developed, but vocational education is lacking; and the aging population continues to grow. At the same time, the fertility rate shows a downward trend. In view of the existing problems in Wuhan, combined with the new population policy, fertility policy and education policy, through the analysis of the advantages and disadvantages of the existing policies, this paper analyzes and forecasts the labor supply situation in Wuhan from the perspective of population forecast and policy. Put forward feasible countermeasures and suggestions. In the future, Wuhan should invest more in education, vigorously develop vocational education, improve the quality of labor force, reform the fertility policy, promote the sustained and stable growth of the population, and at the same time improve the social security system and the old-age security system. We will promote the continuous optimization of the labor force structure in Wuhan and the positive and stable development of the economy.
