城镇化中失地农民社会保障问题研究

【摘要】：社会保障是社会文明和进步的重要标志，随着我国城镇化、工业化进程的加快，导致大量的农村土地资源被征用，使我国社会中形成了一个全新的弱势群体——失地农民。当前，对于失地农民的社会保障制度并不完善,失地农民的合法权益得不到有效维护，各种冲突频繁发生，严重影响社会和谐。因此，当前对失地农民社会保障制度的研究具有理论和现实意义。首先，建立失地农民社会保障制度是落实城乡统筹战略的具体体现；其次，建立失地农民社会保障制度可以弥补城乡二元结构下社会保障体系的不足；最后，建立失地农民社会保障制度能体现社会公平、维护社会和谐。论文以研究失地农民社会保障模式为重点，主要从六个方面展开研究:首先第一部分引言，介绍了失地农民社会保障问题的研究背景、研究的意义，分析了国内外的研究现状。第二部分是基本概念和相关理论分析，分别介绍了失地农民的界定、社会保障的相关概念及理论，为进一步研究失地农民的社会保障问题做好了铺垫。第三部分对实践中有代表性的四种失地农民社会保障模式的做法与经验成果做了系统的疏理，并总结出各个模式的特点；第四部分是我国失地农民的生存现状，通过实地调查，得出了失地农民生活、保障等方面的现状并简要分析，指出了现行失地农民社会保障政策中存在的问题；第五部分是完善我国失地农民社会保障制度的政策建议，通过对全文的分析，针对我国失地农民社会保障的现状，从失地农民社会保障制度完善的内容、配套措施等方面提出了政策建议。最后一部分总结和展望失地农民社会保障制度的完善。本文主要采用文献回顾分析法和对比分析法。应用文献回顾分析法准确把握失地农民社会保障相关概念及政策内涵，，客观分析失地农民社会保障现状以及代表城市失地农民社会保障模式特点。应用对比分析法对我国现行失地农民社会保障模式进行比较分析，总结典型失地农民社会保障模式的成功经验，积极探索构建合理的失地农民社会保障制度安排，有针对性地提出具有可操作的解决失地农民社会保障问题的配套措施。
[Abstract]:Social security is an important symbol of social civilization and progress. With the acceleration of urbanization and industrialization in China, a large number of rural land resources have been requisitioned. At present, the social security system for landless farmers is not perfect, the legitimate rights and interests of landless farmers can not be effectively maintained, various conflicts occur frequently, which seriously affect social harmony. Therefore, the current study of land-lost farmers social security system has theoretical and practical significance. First of all, the establishment of land-lost farmers social security system is the implementation of urban and rural integration strategy specific embodiment; secondly, the establishment of land-lost farmers social security system can make up for the urban and rural dual structure of social security system deficiencies; finally, The establishment of land-lost farmers social security system can reflect social equity and maintain social harmony. This paper focuses on the study of the land-lost farmers' social security model, mainly from six aspects: the first part of the introduction, introduced the research background, significance of the study, analysis of the current situation of research at home and abroad. The second part is the basic concept and related theoretical analysis, respectively introduced the definition of land-lost farmers, social security related concepts and theories, for the further study of land-lost farmers' social security issues made a good foundation. In the third part, the author makes a systematic analysis of the practices and experiences of the four representative landless farmers' social security models in practice, and sums up the characteristics of each model. The fourth part is the survival situation of the landless peasants in our country, which is investigated on the spot. The present situation of land loss farmers' life, security and other aspects are obtained and analyzed briefly, and the problems existing in the current land loss farmers' social security policy are pointed out. The fifth part is the policy recommendations for perfecting the land lost farmers' social security system in our country. Based on the analysis of the full text and the present situation of the social security system of the landless peasants in our country, this paper puts forward some policy suggestions from the aspects of the content of perfecting the social security system of the landless peasants, and the supporting measures and so on. The last part summarizes and looks forward to the perfection of the land-lost farmers' social security system. This paper mainly adopts literature review analysis and contrast analysis. Based on the literature review and analysis method, the concept and policy connotation of social security for landless farmers are accurately grasped, the present situation of social security for landless peasants and the characteristics of social security model for landless peasants are analyzed objectively. This paper makes a comparative analysis of the current social security model of landless farmers by means of comparative analysis, summarizes the successful experience of the typical land-lost peasants' social security model, and actively explores the establishment of reasonable social security system arrangements for landless peasants. Relevant measures are put forward to solve the problem of social security for landless farmers.
