社会保障视野下农村反贫困的研究

【摘要】：改革开放以来，我国在消除农村贫困问题上取得了巨大成就，各级政府在反贫困的道路上推行的一系列政策不仅为13亿中国人进入和建设小康社会打下了坚实的基础，也推动了今后扶贫开发的发展。然而农村贫困问题一直是困扰我们的社会焦点问题之一。进入转型期后，我国政府的种种反贫困政策效果不佳，农村贫困治理工作陷入困境。本文在总结国内外贫困的相关知识和深入解读我国反贫困政策的基础上，以山西广灵县农村反贫困为研究对象，试图提出了在社会保障视野下适合本地区反贫困的有效途径及优化建议，以期为当地政府在未来的反贫困道路上起到一定的参考作用。本论文以山西广灵县农村反贫困为研究内容，探索了社会保障与反贫困的相互关系的同时，通过对本地区近年来反贫困实践的总结，即对山西广灵县社会经济、农村贫困状况和近年来广灵县反贫困的举措的总结；指出了广灵县在反贫困实践中存在的主要问题是：第一，，广灵县低保标准较低，未能实现应保尽保；第二，医疗救助作用有限，因病致贫仍然存在；最后，教育救助满意度不高，辍学现象频发。在此基础上，相应地提出了广灵县贫困人口在生活救助、医疗救助、教育救助及就业培训上的需求。为今后广灵县政府在反贫困实践中提供了一些创新型意见和建议。通过研究得出山西广灵县在未来反贫困实践中的新思路，即把生活救助与增强自身发展能力相结合，医疗救助与完善医疗保险相结合，教育救助与健全职业培训相结合的反贫困新路径。同时完善社会救助体系和加强社会救助管理也是今后广灵县反贫困的重点。希望本文的研究能对今后广灵县乃至全国的反贫困工作上提供一定的参考价值。
[Abstract]:Since the reform and opening up, China has made great achievements in eliminating rural poverty. A series of policies implemented by governments at all levels on the road of anti-poverty have not only laid a solid foundation for 1.3 billion Chinese to enter and build a well-off society. It also promoted the development of poverty alleviation and development in the future. However, the problem of rural poverty has always been one of the social focus problems that haunt us. After entering the transition period, the Chinese government's various anti-poverty policies have not been effective, and the rural poverty management work has fallen into difficulties. On the basis of summing up the relevant knowledge of poverty at home and abroad and deeply unscrambling the anti-poverty policy of our country, this paper takes the rural anti-poverty in Guangling County, Shanxi Province, as the research object. This paper tries to put forward some effective ways and optimization suggestions for local anti-poverty in the view of social security, so as to play a certain reference role in the future anti-poverty road of local government. This paper takes the rural anti-poverty in Guangling County, Shanxi Province as the research content, explores the relationship between social security and anti-poverty, and summarizes the anti-poverty practice in recent years, that is, the social economy of Guangling County, Shanxi Province. The situation of rural poverty and the measures taken to combat poverty in Guangling County in recent years are summarized. The main problems in the practice of anti-poverty in Guangling County are pointed out: first, the standard of minimum living standard in Guangling County is relatively low, and the minimum standard of living in Guangling County has not been realized; second, The effect of medical assistance is limited, and poverty caused by illness still exists. Finally, the degree of satisfaction of educational assistance is not high, and the phenomenon of dropping out of school occurs frequently. On this basis, the needs of the poor population in Guangling County in life aid, medical aid, education assistance and employment training are put forward accordingly. For the future Guangling county government in anti-poverty practice to provide some innovative advice and suggestions. Through the research, we can draw a new way of thinking in the future anti-poverty practice in Guangling County, Shanxi Province, that is, to combine living aid with enhancing one's own development ability, medical aid and consummating medical insurance. The new way of anti-poverty combining education aid with sound vocational training. At the same time, improving the social assistance system and strengthening the management of social assistance is also the focus of the future Guangling County anti-poverty. It is hoped that the research in this paper will provide some reference value for the anti-poverty work in Guangling County and even the whole country.
