农民工就地转移与异地转移动因的差异性分析

【摘要】:人口流动是人类社会所发生的正常活动,而农村劳动力转移则是我国近几十年来尤为重要的农民问题。刘易斯是最早研究发展中国家劳动力转移问题的国外学者,并提出了二元经济结构理论,随后的托达罗模型则是在前人研究基础上提出了预期城市收入和就业率是劳动力转移的原因,自此之后,很多学者开始对劳动力转移的动因进行研究和探讨。经济学上来讲,我们都是理性人,各自都是在寻求使得自身利益最大化的目标,但对于农民工来说,他们处于有限理性人,农村劳动力转移到城市不仅仅是因为城乡收入差距过大,而是更多地表现在对公共服务、知识技能、社会保障、社会网络等综合因素考虑。农民工的转移模式又因为自身条件的约束和客观环境的不同出现了就地转移与异地转移。而研究这两种模式动因的差异对于促进农民工合理有效地流动,统筹城乡一体化发展具有重要现实意义。影响劳动力转移的因素是多方面的,包括社会因素、政治因素、经济因素等,本文则是从微观方面考虑并且通过调查问卷的形式得出微观数据进行实证分析,得出目前阶段我国就地转移与异地转移动因的差异并提出相关政策建议。本文第一章主要是回顾了国内外众多学者在研究劳动力转移问题的发展脉络以及最新进展;第二章总结了我国劳动力转移的发展历程以及目前农民工转移问题的现状,并引出就地转移与异地转移这两种模式对城市和农村的发展比较;第三章重点用规范分析法具体分析了就地转移与异地转移的影响因素以及比较;第四章则是根据上一章影响因素的分析,选取十个相对具有代表性的变量,通过实证分析法运用Probit模型分析两种转移模式的动因并进行验证,得出结论;第五章则是在前面几章的基础上分析适合我国目前劳动力转移的政策建议。本文的研究结果表明,子女教育问题、技术培训和社会网络这三个变量成为影响农民工转移的重要因素,其中子女教育问题使得大部分农民工更趋向选择就地转移,而技术培训以及庞大的社会网络成为了农民工选择异地转移考虑的重要因素。所以本文提出了通过加快农村公共教育服务改革、发展县域经济、加强对农民工培训以及解决住房问题促进农民工真正市民化,实现我国城乡统筹发展。
[Abstract]:Population mobility is a normal activity in human society, and the transfer of rural labor force is a particularly important peasant problem in China in recent decades. Lewis was the first foreign scholar to study the problem of labor force transfer in developing countries, and put forward the theory of dual economic structure. Then the Todaro model puts forward that the expected urban income and employment rate are the reasons of labor force transfer. Since then, many scholars have begun to study and discuss the motivation of labor force transfer. Economically speaking, we are all rational people, each seeking to maximize their own interests, but for migrant workers, they are in a limited rational people, The transfer of rural labor to cities is not only due to the excessive income gap between urban and rural areas, but also reflected in the consideration of public services, knowledge and skills, social security, social networks and other comprehensive factors. The transfer mode of migrant workers appears in place and in different places because of the restriction of their own conditions and the difference of objective environment. The study of the difference between the two models is of practical significance to promote the rational and effective flow of migrant workers and to coordinate the development of urban and rural integration. There are many factors influencing labor force transfer, including social factors, political factors, economic factors, etc. At present, the differences between the drivers of local transfer and foreign transfer in China are obtained, and the relevant policy suggestions are put forward. The first chapter of this paper mainly reviews the development and latest progress of many scholars at home and abroad in the study of labor force transfer, the second chapter summarizes the development of labor force transfer in China and the current situation of migrant workers transfer. The third chapter focuses on the analysis of the influence factors and comparison between the local transfer and the different place transfer with the normative analysis method, and draws out the comparison between the two modes of the local transfer and the different place transfer. The fourth chapter is based on the analysis of the impact factors in the previous chapter, select ten relatively representative variables, through the empirical analysis of probit model to analyze the motivation of the two transfer models and verify, draw a conclusion; The fifth chapter is based on the previous chapters of the analysis of China's current labor force transfer policy recommendations. The research results show that the three variables of children's education, technical training and social network are the important factors that affect the transfer of migrant workers, and the problem of children's education makes most migrant workers tend to choose local transfer. Technical training and huge social network have become an important factor for migrant workers to choose different places to consider. So this paper proposes to accelerate the reform of rural public education service, to develop county economy, to strengthen the training of migrant workers and to solve the housing problem to promote the real citizenship of migrant workers, and to realize the overall development of urban and rural areas in China.
