广东省惠州市基本公共服务均等化研究

【摘要】：2009年12月,广东省政府先行印发《广东省基本公共服务均等化规划纲要(2009-2020年)》。2012年7月,国务院印发了《国家基本公共服务体系“十二五”规划》,统一规定了全国各项基本公共服务的最低保障标准。2012年4月,广东省政府确定以惠州市为全省深入推进基本公共服务均等化综合改革的首个试点城市。在政府积极推动基本公共服务均等化的政策背景下,本文选取试点城市即惠州市作为研究对象,结合上述规划纲要的保障要求,具体分析惠州市试点以来基本公共服务均等化的落实情况,在实施过程中又存在哪些问题需要进一步改善?这对进一步推进均等化改革具有借鉴意义。首先,选取基础教育、社会保障、医疗卫生三项基本公共服务,通过对政府的政策措施和保障标准进行详实的介绍,采用统计分析方法和变异系数法对惠州市各县区2008-2014年的三项指标数据进行计算、对比分析,来研究惠州市基本公共服务均等化的现状。总体来说,惠州市各级政府出台了一系列创新性的政策措施,取得了较大的成果,但均等化的程度还处于基本公共服务最低保障的阶段。其次,通过对基本公共服务的财政能力分析,研究发现惠州市地方政府近年来对基本公共服务的财政投入较大。结合对惠州市非均等化的原因分析,认为目前基本公共服务均等化面临的最大问题仍是财力的有限性和财力的不均等。财力均等化成为推动基本公共服务均等化的重要途径。最后,结合德国的转移支付制度和柏林市的基本公共服务均等化经验,从财力和制度两方面提出对策建议。通过平衡地区发展和完善转移支付,缩小地区间财力的差距。而推进法制建设和创新相关的配套制度有利于基本公共服务体系的完善。
[Abstract]:In December 2009, the Guangdong Provincial Government first issued the outline of the Plan for Equalization of basic Public Services in Guangdong Province (2009-2020). In July 2012, The State Council issued the 12th Five-Year Plan of the National basic Public Service system, which unified the minimum guarantee standards for all basic public services throughout the country. In April 2012, The Guangdong Provincial Government has decided to take Huizhou as the first pilot city to further promote the comprehensive reform of equalization of basic public services in the province. In the context of the government's policy of promoting equalization of basic public services, this paper selects Huizhou, a pilot city, as the research object, and combines the requirements of the above planning outline. This paper specifically analyzes the implementation of equalization of basic public services since the pilot project in Huizhou, and what problems exist in the implementation process that need to be further improved? This has reference significance for further promoting the reform of equalization. First of all, select basic education, social security, medical and health three basic public services, through the government's policy measures and security standards for a detailed introduction. The statistical analysis method and variation coefficient method were used to calculate the three index data of Huizhou counties and districts from 2008 to 2014, and the comparative analysis was carried out to study the status quo of equalization of basic public services in Huizhou. In general, the government at all levels in Huizhou city has issued a series of innovative policies and measures, and has made great achievements, but the degree of equalization is still in the stage of minimum guarantee of basic public service. Secondly, by analyzing the financial ability of basic public service, it is found that the local government of Huizhou has invested a lot in the basic public service in recent years. Based on the analysis of the causes of non-equalization in Huizhou City, it is concluded that the biggest problem facing the equalization of basic public services at present is the limitation of financial resources and the inequality of financial resources. Financial equalization has become an important way to promote the equalization of basic public services. Finally, based on the experience of German transfer payment system and the equalization of basic public services in Berlin, suggestions are put forward from financial and institutional aspects. By balancing regional development and improving transfer payments, the financial gap between regions will be narrowed. And promoting the legal system construction and innovation related supporting system is conducive to the improvement of the basic public service system.
