论第三部门在中国社会保障事业发展中的作用

【摘要】：社会保障事业是经济发展和社会进步的重要组成部分,是市场机制发挥作用的稳定体系。构建与经济发展水平相适应的社会保障体系,是经济社会协调发展的必然要求,也是社会稳定和国家长治久安的重要保证。随着我国政府职能的转变,随着市场经营主体转变,市场承担的社会职能的逐渐剥离,以往由政府包揽和市场承担社会保障的职能,只能由中间组织即第三部门来进行,以便满足社会发展的要求。现代社会保障制度建立之后,第三部门以其自身的独特优势广泛参与到中国社会保障事业中来。本文首先对第三部门的产生、发展和参与到社会保障事业的历史沿革进行了一般性阐述,介绍了第三部门产生存在的相关理论依据,揭示了第三部门参与社会保障事业的必然性。接着通过总结发达国家特别是德国和美国第三部门参与到社会保障事业中的经验和不足,又选择了有代表性的香港作为对比进行总结借鉴。然后本文通过对中国第三部门的发展和现状进行了阐述,分析了中国第三部门在现代社会保障事业中的功能作用,并找到存在的问题及原因。最后根据中国现代社会保障事业起步较晚,第三部门参与到中国社会保障事业中的时间也较为短暂,而且西方发达国家已经进入了公民社会,第三部门相对发达这个现实情况,通过对比总结部分比较有代表性的国家和地区第三部门参与社会保障事业的经验,结合中国自身国情,探讨中国第三部门参与社会保障事业的对策措施。本文认为应该从政府,第三部门以及公民意识的强化三个方面来推动第三部门服务中国社会保障的发展,逐步解决第三部门参与中国社会保障存在的问题。
[Abstract]:Social security is an important part of economic development and social progress, and a stable system of market mechanism. The construction of social security system, which is compatible with the level of economic development, is an inevitable requirement for the coordinated development of economy and society, as well as an important guarantee for social stability and long-term stability of the country. With the transformation of government functions in our country, with the transformation of the main body of market management and the gradual stripping of social functions undertaken by the market, in the past, the government took over and the market assumed the function of social security, which can only be carried out by the intermediate organization, that is, the third sector. In order to meet the needs of social development. After the establishment of the modern social security system, the third sector, with its own unique advantages, extensively participated in China's social security. In this paper, the emergence of the third sector, the development and participation in the history of social security are described, and the third sector of the existence of the relevant theoretical basis. It reveals the inevitability of the third sector participating in social security. Then, by summing up the experiences and shortcomings of the third sector of the developed countries, especially Germany and the United States, the author chooses Hong Kong as a comparative study. Then this paper expounds the development and present situation of the third sector in China, analyzes the function of the third sector in the modern social security, and finds out the existing problems and reasons. Finally, according to the fact that China's modern social security business started relatively late, the third sector also participated in China's social security service for a relatively short period of time, and the western developed countries have already entered the civil society, the third sector is relatively developed. This paper compares and summarizes the experiences of the third sector of the representative countries and regions in participating in social security undertakings, and discusses the countermeasures and measures for the third sector of China to participate in the social security undertaking in the light of China's own national conditions. This paper holds that the third sector should be promoted to serve the development of Chinese social security from the three aspects of government, the third sector and the strengthening of citizen consciousness, and the problems existing in the participation of the third sector in China's social security should be solved step by step.
