农民工社会保障权均等化推进迟滞的深层逻辑

【摘要】：为何各界对农民工社会保障权均等化问题重要性的认识较为一致,在实践中却推进乏力?文章基于对农民工社会保障的历史考察,发现由于多元主体之间基于不同目标与利益,互相之间既有抵牾冲突也有合作共谋,互构形塑了当前农民工社会保障的现状。这种多元主体之间的冲撞、互构与共谋制约了农民工社会保障权均等化进程的快速推进,但同时也在客观上维护了各方的利益平衡,减少了试错的成本,形塑了农民工社会保障权均等化推进的既有制度性框架与利益关系。进一步推进农民工社会保障权均等化,既需要兼顾各方利益,又要抑制强势方的利益固守,形成新型的制度框架。
[Abstract]:Why do people from all walks of life have a consistent understanding of the importance of equalization of the social security rights of migrant workers, but not in practice? Based on the historical investigation of the social security of migrant workers, it is found that due to the different objectives and interests among the multiple subjects, there are contradictions and collusion between them, which shape the current situation of the social security of migrant workers. This kind of collision between the multiple subjects, mutual construction and collusion restricted the rapid progress of the equalization process of migrant workers' social security rights, but also objectively maintained the balance of interests of all parties, and reduced the cost of trial and error. Shaping the social security rights of migrant workers to promote the equalization of the existing institutional framework and interests. To further promote the equalization of the social security rights of migrant workers, it is necessary not only to give consideration to the interests of all parties, but also to restrain the interests of the strong side so as to form a new institutional framework.
