五区域中心城市治理能力评价

【摘要】：本文从分析城市治理能力的内涵入手,从政府公共产品供给的职能角度,构建了包括基础设施、文化教育、医疗卫生、社会保障、环境保护、园林绿化六个要素和49个评价指标的城市治理能力评价体系。选取5个区域中心城市进行城市治理能力比较研究,验证了构建评价框架的可应用性,反映了政府在城市治理过程中的总体效果以及存在的不足,为我国城市治理改革与创新提供实证参考。
[Abstract]:Based on the analysis of the connotation of urban governance ability and the function of the government's public goods supply, this paper constructs a framework including infrastructure, culture and education, medical and health care, social security, environmental protection, etc. The evaluation system of urban governance ability based on six elements and 49 evaluation indexes of landscape greening. Five regional central cities are selected for comparative study of urban governance capacity, which verifies the applicability of constructing evaluation framework, and reflects the overall effect and shortcomings of the government in the process of urban governance. To provide an empirical reference for urban governance reform and innovation in China.
