基于实证的西安市低收入人群治理对策研究

【摘要】：近些年来,中国经济快速发展,社会结构也日趋合理化、健康化。为了维护社会稳定,必须保障城镇低收入人群利益。但在西安市中低收入人群社会保障的供给项目并不切合社会保障的需求项目,针对当今社会现实和理论研究的局限性,本文锁定研究目标为社会保障项目的供给与需求差异,并针对这个研究目标进行研究。本文根据我国现实情况、学术研究成果有所局限的问题,提出西安市低收入人群治理对策研究的必要性,并在文献综述的基础上提出本研究的研究设计。对西安市进行实地调查,对西安市社会保障需求与供给项目进行准确的调查与记录,对西安市低收入人群现实状况有详细的了解。通过对社会保障的相关政策了解与分析与西安市的实地调查研究,比较社会保障需求与供给的差异,探寻原因并结合国内外经验借鉴提出相关建议,在确定上述研究内容的基础上,本文按照“研究背景——问题界定——研究设计——概念模型——现状分析——原因分析——对策建议”的研究思路展开研究,并得出以下结论:(1)马克思主义贫困与贫困治理制度分析理论认为贫困的主要根源是制度,社会主义社会贫困治理的根本途径是发展生产力、基本目标是实现共同富裕、最终目标是实现人的全面自由发展;马克思主义贫困与贫困治理制度分析理论是通过制度创新解决贫困问题的思想基础。(2)城镇低收入人群社会保障需求分为最低社会保障需求、基本社会保障需求和期望社会保障需求;城镇低收入人群的社会保障供给主要由社会救助、社会保险和社会福利三部分组成。(3)通过对城镇低收入人群社会保障需求与社会保障供给的比较,发现城镇低收入人群的转移性支出项目供给不明确,发展性支出项目未能得到供给。对此应当采取发展多元化城镇贫困治理主体;完善城镇贫困治理协调机制;发展人力资源促进城镇贫困治理;树立科学的的社会保障理念等措施。
[Abstract]:In recent years, China's rapid economic development, the social structure is also increasingly rationalized, healthy. In order to maintain social stability, we must protect the interests of urban low-income people. However, in Xi'an City, the social security supply project is not suitable for the demand of social security. In view of the limitations of the current social reality and theoretical research, this paper focuses on the difference between the supply and demand of the social security project. And in view of this research goal carries on the research. According to the reality of our country and the limited problems of academic research results, this paper puts forward the necessity of the study on the countermeasures of low income crowd management in Xi'an, and puts forward the research design of this study on the basis of literature review. The field investigation of Xi'an city, the accurate investigation and record of the social security demand and supply project in Xi'an city, and the detailed understanding of the actual situation of low income people in Xi'an city. Through the understanding and analysis of the social security policies and the field investigation in Xi'an, this paper compares the differences between the demand and supply of social security, explores the reasons and puts forward some relevant suggestions based on the experience at home and abroad. On the basis of the above research content, this paper carries out the research according to the research idea of "research background-problem definition-research design-concept model-present situation analysis-cause analysis-countermeasures and suggestions". The main conclusions are as follows: (1) the theory of Marxist poverty and poverty governance system holds that the main root of poverty is institution, the fundamental way of poverty management in socialist society is to develop productive forces, and the basic goal is to realize common prosperity. The ultimate goal is to realize the all-round and free development of human beings, the Marxist theory of poverty and poverty governance system analysis is the ideological basis of solving the poverty problem through institutional innovation. (2) the social security needs of low-income people in cities and towns are divided into the lowest social security needs. Basic social security needs and expected social security needs; the supply of social security for low-income urban people is mainly provided by social assistance. (3) by comparing the demand for social security and the supply of social security for low-income urban population, it is found that the supply of transfer expenditure items for low-income urban population is not clear. Development items were not supplied. In view of this, we should take measures such as developing diversified urban poverty management subjects, perfecting the coordination mechanism of urban poverty management, developing human resources to promote urban poverty management, and setting up scientific social security concepts and so on.
