社会保险网上申报信息系统的设计与实现

【摘要】:随着社会保障制度的不断完善,处于社会保障核定地位的社保险也得到了空前的发展,随着从农村到城镇职工再到城镇居民各个险种覆盖的不断增大,参保人数呈现逐年递增的趋势,随之而来便是各个险种社保业务越来越多样,越来越复杂,传统的社保业务办理模式已经快不能满足如此多样且不断变化的社保业务,此时急需一种新的办理模式来解决这样的问题。 随着各行业不断推进信息化建设,社保行业也开始着手社保保险信息化进程,通过计算机信息技术和网络手段,改变传统社保保险办理模式,从而采用新型模式来简化原有的社会保险办理流程,提高社会保险经办机构效率的同时也方便参保人员和企业。 与此同时,计算机技术的广泛应用、Internet技术和通信技术的飞速发展,互联网信息技术已经渗透到我们生活中的每个角落,使得人们的生活方式和交流方式都有了很大的改变,对国家的各个领域也都带来了很大影响。其中较为突出的一点就是社保的信息化,社保和我们每个人的生活都密切相关。近年,国家通过"金保工程"利用先进的信息技术以及制度的保证,从政策和技术方面对社保保险实现信息化管理提供帮助和支持。 因此,在这样的前提之下,社保的网上申报成为其发展的必然,社会保险网上申报系统的实现将加深社会保险信息化的程度,这也符合国家社会保障信息化建的要求,同时,它的实现将有利于提高社会保险经办机构的办事效率,更好的为参保企业和人员服务,进而提高企业和个人参保的积极性;有利于社会保险业务办理的公开和监督,使之更加公平和公正地为参保企业和个人服务,使社会保险这最重要的社会保障制度的公信力得到一定程度的提升。 "十二五"期间是山西省人力资源和社会保障事业完善制度、加快发展和提升能力的重要时期。按照山西省人力资源和社会保障厅加强社会保障系统信息化建设要求,建设省人力资源和社会保障网上服务平台,整合数据资源,推进信息系统的融合,建立统一的标准规范和信息安全体系,实现全省网上业务系统、电子档案系统等公共服务系统建设、信息共享、业务协同,提高人力资源和社会保障管理、公共服务以及科学决策水平。 由此可见,无论是从政策要求、还是日常办理社保业务的需要,建立社保的网上申报都有极其重要的实用价值和研究意义。而本文也正是以此为前提和基础,按照“金保工程”的要求,,通过实现参保单位社会保险网上申报,以互联网为载体办理社会保险基本业务档案管理、基数申报和缴费管理等功能,同时辅以用户安全认证和其他辅助功能如电子档案和电子印章等功能,加强社保行业信息化,提高社会保障服务和管理水平。但是由于社会保险晚上申报目前还处于研究的初始阶段,特别是对于本文的研究来说,还有需要提高和改进的地方。希望在今后的项目实施和研究过程中不断完善,为社会保险乃至社会保障的发展提供帮助。
[Abstract]:With the continuous improvement of the social security system and the unprecedented development of social insurance in the authorized status of the social security , with the increasing of the coverage of all kinds of insurance coverage from rural to urban workers , the number of insured persons has been increasing year by year , which is the more and more complex of the various kinds of social security services , and the traditional social security business processing mode is not enough to meet the varied and changing social security business . At this time , a new processing mode is needed to solve such problems .
As each industry continues to push forward the information construction , the social security industry also starts the social insurance information process , through the computer information technology and the network means , the traditional social security insurance processing mode is changed , so that the original social insurance processing flow is simplified by adopting the new mode , and the efficiency of the social insurance distribution mechanism is improved , and the staff and the enterprise are also facilitated .
At the same time , the wide application of computer technology , the rapid development of Internet technology and communication technology , the Internet information technology has infiltrated every corner of our life , so people ' s way of life and communication have changed greatly .
Therefore , under the premise that the online declaration of social insurance becomes the inevitable result of its development , the realization of the online declaration system of social insurance will deepen the degree of social insurance informatization , which is also in line with the requirement of national social security information construction . At the same time , its realization will help to improve the administrative efficiency of the social security agencies , and better serve the enterprises and personnel to participate in the insurance , so as to improve the enthusiasm of enterprises and individuals ;
It is beneficial to the public and the supervision of the social insurance business to make it more fair and fair to serve the participating enterprises and individuals , so that the credibility of the most important social security system of social insurance is promoted to a certain extent .
During the 12th Five - Year Plan period , it is an important period of perfecting the system of human resources and social security in Shanxi Province , speeding up the development and improving the capacity . According to the requirements of strengthening the information construction of social security system in the Office of Human Resources and Social Security of Shanxi Province , building the network service platform of human resources and social security , integrating data resources , promoting the integration of information system , establishing a unified standard specification and information security system , realizing the construction of public service systems such as the online business system of the province , the electronic file system , etc . , and improving the human resources and social security management , public service and scientific decision - making level .
