我国慈善组织公信力建设中的政府作用研究

【摘要】：改革开放以来,随着我国政治经济社会改革的深入和转型的加快,慈善事业的社会治理功能日渐凸显并逐渐成为社会保障体系的重要补充。作为慈善事业的实施载体,慈善组织在社会分配、救弱扶贫、构建和谐社会和社会治理创新方面都起着十分重要的作用。而慈善事业和慈善组织能否取得良好发展以及功能否得到积极发挥与其公信力水平的高低息息相关,公信力是慈善组织的立身之本,也是衡量其自身发展水平的一项重要指标。然而,我国的慈善组织存在发展水平低、效率低下、独立性不强、信息不透明等问题,这些都影响着慈善组织在公众心目中的形象。2011年“郭美美事件”及一系列的慈善丑闻事件,更是将慈善组织推上了公众舆论的风暴中心并陷入了信任危机的泥潭,如何提高慈善组织的公信力引发人们的思考。本文以志愿失灵和社会治理理论为指导,在对我国慈善组织公信力现状进行总结的基础上,分析了我国政府在慈善组织公信力建设中存在的问题,即在我国以政府为主导的慈善事业的发展中,政府与慈善组织关系不协调、政府对慈善组织存在缺位和越位等定位不清、慈善管理制度不完善,致使我国慈善组织先天自主性不足,后天发展、管理力量薄弱,所以出现了公信力不高的问题。因此,政府作为社会公共事务的管理者,必须重新审视自身的角色定位,担负起慈善组织公信力重塑的重大责任。本文在借鉴美、英、日三国政府在慈善组织公信力建设成功经验的基础上,提出了从健全法律法规体系、理顺政府与慈善组织的关系,合理放权于慈善组织、完善相关配套制度建设三个方面提升政府在慈善组织公信力建设方面的作用。
[Abstract]:Since the reform and opening up, with the deepening of the political, economic and social reform in China and the acceleration of the transformation, the social governance function of philanthropy has become increasingly prominent and gradually become an important supplement to the social security system. As the carrier of charity, charitable organizations play an important role in social distribution, poverty alleviation, building a harmonious society and social governance innovation. Whether charities and charitable organizations can achieve good development and whether they can be played actively is closely related to the level of its credibility, which is the foundation of charitable organizations and an important indicator to measure their own level of development. However, the charity organizations in our country have some problems, such as low level of development, low efficiency, weak independence, opaque information and so on. These all affect the image of charity organizations in the public mind. The 2011 "Guo Mei Mei incident" and a series of charity scandals have pushed charity organizations into the storm center of public opinion and plunged into a crisis of trust. How to improve the credibility of charitable organizations triggered people's thinking. Guided by the theory of voluntary failure and social governance, this paper analyzes the problems existing in the construction of the credibility of charitable organizations in our country on the basis of summarizing the present situation of the credibility of charitable organizations in our country. That is, in the development of charity with the government as the leading factor, the relationship between the government and the charity organization is not coordinated, the government is not clear about the lack and offside of the charity organization, and the charity management system is not perfect. As a result of the lack of innate autonomy, acquired development and weak management, there is a problem of low credibility of charitable organizations in our country. Therefore, the government, as the manager of social public affairs, must re-examine its role and take on the responsibility of rebuilding the credibility of charitable organizations. Based on the successful experience of the United States, Britain and Japan in building the credibility of charitable organizations, this paper puts forward a sound system of laws and regulations, straightening out the relationship between the government and charitable organizations, and rationally devolving power to charitable organizations. Improve the relevant supporting system construction three aspects to enhance the role of the government in the credibility of charitable organizations.
