住房社会保障理论研究与应用

【摘要】:现阶段,我国正处于城市人口快速增加,贫富差距不断拉大,城市商品住房价格更是高的离谱,因此,中低收入家庭无法通过自身的经济力量来解决住房问题,住房成了他们生活不能承受之重,出现了“蜗居”、“蚁族”等社会现象。建立住房保障制度,是国家义不容辞的义务和责任。 本文通过整理分析了国内外学者研究的住房保障理论和国际住房保障经验,从消费经济学、微观经济学、公共管理学和社会学等多学科领域,系统的阐述了支持住房保障制度的理论,其中包括凯恩斯的有效需求理论,西方国家的福利国家理论,住房过滤理论、住房梯度消费理论、公平分配理论、社会排斥理论和居民隔离理论。这些理论和学说将为我国住房保障体系提供有力的理论指导。从住房保障需求与供给方面,提出了住房保障制度的理论框架,明确了住房保障水平、保障对象和保障规模。 建立了城镇居民家庭住房保障收入线模型和住房保障规模预测模型。通过比较分析国际住房保障经验,并结合我国具体国情,根据城镇居民住房支付能力和住房保障户型标准,设计了城镇居民家庭住房保障线。本文设计的保障住房户型标准为,单套住房面积为45平方米、55平方米和65平面三种方案,住房贷款首付比例设为三成,贷款年限为20年,然后得出购房贷款月还款额,进而得到年还款额,最后将年还款额除以住房消费收入比(取40%),就得到了住房保障收入线。根据住房保障收入线和预测出的城镇居民分类收入,对辽宁省2012~2016年的住房保障比重和住房保障需求量进行预测,动态的分析了辽宁省住房保障制度,为政府制定住房保障政策提供了有利的量化参考。
[Abstract]:At this stage, our country is experiencing a rapid increase in the urban population, a widening gap between the rich and the poor, and the high prices of urban commodity housing. Therefore, low-income families cannot solve the housing problem through their own economic strength. Housing has become an unbearable burden on their lives, and social phenomena such as "living in a worm", "ant tribe" and so on. It is the duty and responsibility of the country to establish the housing security system. This paper analyzes the housing security theory and the international housing security experience of domestic and foreign scholars, from consumer economics, microeconomics, public management and sociology and other multi-disciplinary fields, The theory of supporting housing security system, including Keynes's effective demand theory, western welfare state theory, housing filtering theory, housing gradient consumption theory, fair distribution theory, is expounded systematically. Social exclusion theory and resident segregation theory. These theories and theories will provide powerful theoretical guidance for China's housing security system. From the aspect of demand and supply of housing security, this paper puts forward the theoretical framework of housing security system, and clarifies the level, object and scale of housing security. The income line model of housing security and the prediction model of housing security scale are established. By comparing and analyzing the experience of international housing security and combining with the specific conditions of our country, according to the housing affordability of urban residents and the household type standard of housing security, the housing guarantee line for urban residents is designed. In this paper, the standard of housing type is designed as follows: the single housing area is 45 square meters, 55 square meters and 65 planes, the proportion of the down payment of housing loans is set to 30%, the loan life is 20 years, and then the monthly repayment amount of the purchase loan is obtained. Then get the annual repayment amount, and finally divide the annual repayment amount by the housing consumption income ratio (40%), and get the housing security income line. According to the income line of housing security and the forecast income of urban residents, this paper forecasts the proportion of housing security and the demand for housing security in Liaoning Province from 2012 to 2016, and analyzes the housing security system of Liaoning Province dynamically. It provides a favorable quantitative reference for the government to formulate housing security policy.
