共享发展理念下保障性住房政策研究

【摘要】：住房是人类最基本的生存必需品,也是人类最基础生活权利的体现,而我国政府部门不仅要保证住房市场的健康发展,还要切实维护中低收入困难群体的利益,对其进行应有的社会保障。但是,由于保障性住房在国内发展的时间并不长,有关理论和政策的研究还不够全面,我国各个地区的保障性住房制度建设的基本形式仍然不容乐观。党的十八届五中全会提出最新的共享发展理念,具有重大的时代意义与改革意义,我国国内许多工作都需要以此理念为行为指南进行变革与创新。本文通过共享发展理念下对保障性住房政策进行全面的、发展性的研究及分析,提出了保障性住房政策在土地、资金、法律、运行等方面的切实可行的改进办法。本文第一部分主要分析了保障性住房问题的缘起和研究的目的以及意义,同时对国内外研究的现状有基本的描述,提出了本文所要研究的主要内容和研究的方法及框架;第二部分则对保障性住房及共享发展理念的基本概念作了科学的界定,介绍了与其相关的理论基础。第三部分全面分析了我国保障性住房政策的演化阶段及发展现状,我国保障性住房中经济适用性住房、廉租房、限价商品房以及公租房的各自特点和实施效果。第四部分讲述了共享发展理念下我国保障性住房存在的问题,包括定价政策、住房分配、资金支持等多方面,另外还提出了问题出现的原因,包括地方政府、保障房政策及认识偏差三方面;最后一部分提出了共享发展理念下我国保障性住房政策的改进思路,涵盖融资、分配政策、法律保障及财政支持四部分。
[Abstract]:Housing is not only the most basic necessity of human existence, but also the embodiment of human's most basic right of living. The government departments of our country should not only ensure the healthy development of housing market, but also protect the interests of low-income groups. It should be given due social security. However, as the development of affordable housing in China is not long, and the research on theory and policy is not comprehensive enough, the basic form of the construction of affordable housing system in various regions of our country is still not optimistic. The fifth plenary session of the 18th CPC Central Committee put forward the latest shared development concept, which has great significance of the times and reform. Many work in our country need to take this idea as the guide of behavior to carry on the reform and innovation. Based on the comprehensive and developmental research and analysis of the policy of affordable housing under the concept of shared development, this paper puts forward some feasible ways to improve the policy on land, capital, law, operation and so on. The first part of this paper mainly analyzes the origin of the issue of affordable housing and the purpose and significance of the research, at the same time, the basic description of the current situation of research at home and abroad, put forward the main content of this study and research methods and frameworks; In the second part, the basic concepts of affordable housing and shared development are scientifically defined, and the relevant theoretical basis is introduced. The third part comprehensively analyzes the evolution stage and the present situation of the indemnificatory housing policy in our country, the economic applicability housing, the low-rent house, the limited price commercial housing and the public rental housing in our country, the respective characteristics and the implementation effect. The fourth part describes the problems of affordable housing in China under the concept of shared development, including pricing policy, housing allocation, financial support and other aspects, and also puts forward the reasons for the problems, including local governments. In the last part, the author puts forward the ways to improve the housing policy of our country under the concept of shared development, including four parts: financing, distribution policy, legal guarantee and financial support.
