多渠道增加河南省农民财产性收入的对策研究

【摘要】：社会主义的本质是实现共同富裕,收入分配是实现共同富裕的重要手段,党和国家一直以来都给予高度的关注和重视。在党的十八大报告中,鲜明的提出了“多渠道增加居民财产性收入”,这一倡导是继党的十七大报告的“创造条件让更多群众拥有财产性收入”的对财产性收入的进一步关注和重视。河南省是农业大省和人口大省,农民人口在河南省占有相当大的比重,农民一直作为河南省“三农”问题的重心,只有农民的收入增加了,农民富裕了,“三农”问题才能得到有效的解决,才能为实现河南中部崛起奠定良好的经济基础,进而为中国梦的实现提供现实可能。改革开放30多年来,河南省在党中央的正确领导下,全省经济得以快速发展,农民的收入也稳步提升,农村家庭收入呈现出多元化发展,其中,财产性收入实现了从无到有、从少到多的转变,并正在逐步增加。但目前河南省农民的收入仍然以工资性收入和家庭经营性收入为主,财产性收入所占比重还非常小,由于财产性收入具有财富衍生性的功能,如果河南省内占绝对多人口的农民的的财产性收入长期得不到提高,那么城乡收入差距将会不断增大,和谐社会的建设就会面临严峻挑战,这也违背了社会主义的本质要求。因此,结合目前河南实际情况,如何多渠道增加农民财产性收入,是个亟待解决的课题,这也正是体现社会主义公平正义的本质。本文的内容和结构如下:第一章阐述了选题的依据以及研究此课题的目的和意义;第二章对财产性收入的概念进行了界定;第三章阐述了河南省农民财产性收入的现状及问题;第四章阐述了河南省农民财产性收入的原因分析;第五章阐述了增加河南省农民财产性收入的对策,主要有发展经济、推进农村城镇化和市场化的发展、完善土地制度、建立健全农村住房制度、加强对农民的教育培训、完善社会保障制度等。希望通过本文的研究,能够对增加河南省农民财产性收入提供一定的参考和启示。
[Abstract]:The essence of socialism is to realize common prosperity, and income distribution is an important means to realize common prosperity. In the report of the 18th National Congress of the Party, it was clearly stated that "increasing residents' property income through multiple channels" This advocacy is a further concern and attention to property income following the report of the 17th National Congress of the Party on "creating conditions for more people to own property income." Henan Province is a large agricultural province and a large province with a large population, and the peasant population in Henan Province accounts for a large proportion. Farmers have always been the focus of the "three rural" problems in Henan Province. Only the income of farmers has increased and the peasants have become rich. Only then can the problem of "agriculture, countryside and farmers" be solved effectively, and the economic foundation be laid for the realization of the rise of central Henan Province, and the realization of Chinese Dream can be realized in reality. Over the past 30 years of reform and opening up, Henan Province, under the correct leadership of the CPC Central Committee, has enjoyed rapid economic development, the income of farmers has steadily increased, and the income of rural households has shown diversified development, in which property income has been realized from scratch. The transition from less to more is gradually increasing. However, at present, the income of farmers in Henan Province is still dominated by wage income and household operating income, and the proportion of property income is still very small. Because property income has the function of wealth derivation, If the property income of peasants with absolute population in Henan Province can not be improved for a long time, then the income gap between urban and rural areas will continue to increase, and the construction of a harmonious society will face severe challenges, which is also contrary to the essential requirements of socialism. Therefore, how to increase farmers' property income through multiple channels is an urgent task to be solved, which is the essence of socialist fairness and justice. The content and structure of this paper are as follows: the first chapter describes the basis of the topic and the purpose and significance of the study; the second chapter defines the concept of property income; the third chapter describes the current situation and problems of the peasants' property income in Henan Province. The fourth chapter expounds the causes of the peasants' property income in Henan Province, and the fifth chapter expounds the countermeasures to increase the peasants' property income in Henan Province, including the development of economy, the promotion of rural urbanization and the development of marketization, and the improvement of the land system. Establish and improve the rural housing system, strengthen the education and training of farmers, and improve the social security system. Through the research of this paper, we hope to provide some reference and inspiration to increase the property income of farmers in Henan Province.
