宁夏回族自治区社会保险业务档案系统的设计与实现

【摘要】:社会保险档案是详细记录单位和个人在社会保险业务中的参保和缴纳社会保险费的情况,它是向参保人员发放社会保险待遇的重要依据,具有重要的保存价值。档案内容涉及具有保存一定价值的专业性材料,如书面材料、电子文档、声像材料等,具有广泛性、变动性、权益性和规范性等特征。课题在设计时详细的分析了人力资源和社会保障部及国家档案局联合颁发的《社会保险业务档案管理规定(试行)》的相关关规定和归档细则后,结合宁夏回族自治区各级经办机构在档案管理方面存在的现状,提出了“档案业务一体化、信息管理一体化、兼容旧档案、衔接新档案”的建设思路;系统在建设时必须突出档案数据来源信息化,档案系统要和业务经办进行无缝的衔接,归档操作流程必须标准化,系统提供统一样式的案卷封皮和卷内目录,快速、准确的能够定位具体的档案资料等特点。在业务方面,系统在归档流程设计时要兼顾到已经形成的档案资料和后续还在产生的档案资料,对已形成的档案资料通过手工录入和电子模板导入的方式将纸质资料采集到档案库中,而后续产生的档案资料则是通过数据接口的方式采集到档案库中,采集到档案库中的数据按照统一的业务流程进行归整、上架;同时档案盒相关的案卷封皮、卷内目录和索引目录都是由系统自动生成,保证了经办机构归档的档案资料的存储载体样式的统一性。在档案资料的利用方面,将档案资料的所属身份信息(如参保人员姓名、身份证号和参保单位等)全部模糊为查询关键字,在查阅只要输入能代表档案资料身份的信息,系统就可以快速准确的定位到档案资料的物理位置,方便了对档案资料的使用。在技术方面,系统在开发时采用的是Tapestry+Spring+Ibatis的架构技术,基于Tapestry+Spring+Ibatis框架构建的应用程序,保证了系统结构层次清晰并实现了层与层之间的解耦,开发过程中层与层之间的工作几乎完全独立,极大地提高了系统的开发效率。同时也提高了系统的可重用性和灵活性,为日后系统的扩展及可维护性留有很大余地,开发完成后整套系统的部署也非常快捷方便。本文详细描述了系统的技术选型、详细设计、系统实现及其部署上线的过程。
[Abstract]:The social insurance file is the detailed record unit and the individual in the social insurance service participation and the payment social insurance premium situation, it is the important basis which distributes the social insurance treatment to the participant, has the important preservation value. The contents of archives involve professional materials of certain value, such as written materials, electronic documents, audio-visual materials and so on, which have the characteristics of universality, variability, equity and standardization. When the project is designed, it analyzes in detail the relevant regulations and filing rules of the regulations on the Management of the Archives of Social Insurance Business (for trial implementation) issued jointly by the Ministry of Human Resources and Social Security and the State Archives Bureau. Based on the present situation of archives management in Ningxia Hui Autonomous region, this paper puts forward the construction idea of "integration of archival business, integration of information management, compatibility of old archives and linking up of new archives". In the construction of the system, it is necessary to highlight the information of the archival data source, the file system should be seamlessly connected with the business administration, the archiving operation flow must be standardized, and the system should provide a unified style of file cover and in-volume directory, which is fast, Accurate location of specific archival information and other characteristics. In terms of business, when designing the archiving process, the system should take into account both the archival materials that have been formed and the archival materials that are still being generated. The paper data is collected into the archives by manual input and electronic template import, while the subsequent archival data is collected to the archives by the way of data interface. The data collected in the archives are consolidated and put on the shelves according to the unified business process. At the same time, the file boxes related to the case cover, the in-volume directory and the index directory are all generated automatically by the system. It ensures the unity of storage carrier style of archival data filed by agency. In the use of archival data, the identity information of the archival data (such as the name of the insured person, the ID number and the insured unit, etc.) is completely blurred into the search keyword, and the only information that can represent the identity of the archival data is entered in the search. The system can locate the physical position of archival data quickly and accurately, and facilitate the use of archival data. In the technical aspect, the system adopts the Tapestry Spring Ibatis architecture technology when developing, and the application program based on the Tapestry Spring Ibatis framework ensures the clear hierarchy of the system structure and realizes the decoupling between the layers. The development process between the middle layer and the layer is almost independent, which greatly improves the development efficiency of the system. At the same time, it also improves the reusability and flexibility of the system, leaving a lot of room for future system expansion and maintainability, and the deployment of the whole system is also very quick and convenient after the development. This paper describes the system technology selection, detailed design, system implementation and deployment online process.
